Salary: USD 2,270
I. JOB SUMMARY:
The purpose of the Policy, Communications, Advocacy and Networking Advisor is to lead the planning, implementation, and monitoring of FWS units’ communications and Advocacy activities, maintain and improve and lead on the documentation, packaging and dissemination of learning and visibility materials. The job holder will also be driving media engagement, and production of key program written materials including policy and position papers, briefs, and key recommendations for program improvement and policy influencing.
Job Responsibilities #3: Press and Media Relations (15%)
Develop and implement aspects of CARE Ethiopia’s press and media relations for the FWS unit.
Work with government ministries and partners on communication issues for the unit and CARE.
Manage media relations and prepare information packs for all public relations activities.
Develop strategic guidance for country office public relations (PR) activities and provide systematic support to projects and programs.
Create and implement an annual action plan for public relations activities.
Provide proactive recommendations for advocacy messaging and lead in generating and implementing new ideas and recommendations.
Introduce stakeholders to new strategies and plans of the country office using various media.
Represent the organization at relevant national and international events to build organizational image and goodwill.
Plan and develop concepts for PR activities related to specific project initiatives.
Job Responsibilities #4: Documentation (15%)
Gather information from project managers, developers, and subject matter experts to create and maintain project documentation.
Write, edit, and format documentation including requirements of documents, design specifications, user guides, release notes, and other materials.
Document and maintain records of the unit’s activities at CARE and stakeholder organizations using video, photo, and electronic presentations.
Ensure documentation is clear, concise, and easy to understand for the target audience.
Collaborate with the project team to review and validate documentation.
Manage version control and distribution of documentation.
Maintain project documentation source and ensure all documents are up-to-date and accessible.
Identify opportunities to improve documentation processes and templates.
Job Responsibilities #4: Assess training needs on communication, advocacy, and PR issues (5%)
Provide training and support to staff, volunteers, and partners on advocacy techniques and strategies.
Undertake research on communities and prepare or outsource the development of training materials.
Organize and facilitate training on communication and advocacy whenever necessary.

Levels one, two, and three of problem-solving apply to the incumbent. The Public Relations/Communications Advisor requires a high level of technical independence as well as political acumen in understanding the complexity of media Vis-à-vis many different stakeholders. S/he is required to use interpolative skills to pick and choose the right strategy to address given problems and to determine how and whether to communicate with various audiences in a way that ensures the promotion and protection of CARE’s Image.

Qualification (KNOW HOW)
Education
Required
BA Degree/master’s degree in public or International Relations, or other relevant discipline.
Desired
Master’s Degree in Journalism.
Experience
Required:
5 years of relevant work experience with a first degree and 4 years of relevant work experience plus a post-graduate degree and at least 1 year of management experience in communications work especially in producing materials for high level advocacy. Proven experience developing and implementing communications strategies through variety of means, such as traditional, digital and social media, and/or storytelling.

Required
Knowledge of adolescent girls’ and women economic challenges, gender mainstreaming, and labor issues is preferred.
Excellent written and verbal English and Amharic Skills.
Computer Proficiency including desktop publishing.
Excellent interpersonal skills
Willingness to travel, often under difficult conditions
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS and Participatory approach.

Contacts/Key Relations
