Job Description

Women Empowerment Action (WE-Action) is a feminist women's rights organization that has been operating across various regions in Ethiopia, including Amhara, Oromia, Southern Ethiopia, Central Ethiopia, and Tigray, for the past 30 years. WE-Action has four strategic goals: combating gender inequality, promoting gender-equitable and sustainable livelihoods, ensuring protection and lifesaving support, and achieving organizational excellence. WE-Action is currently seeking a competent Program Operations Manager, responsible for providing strategic leadership across more than 35 projects implemented in 10 field offices.

Note: - WE-Action has zero tolerance for sexual exploitation and abuse (SEA) and any forms of Gender-Based Violence.

Job purpose: Under the direct supervision of the Jinka Field Office Admin & Finance officer and in coordination with Project Office Coordinator, the successful candidate will assume and provide a well-organized transportation service for Field office staffs.

Description of the position

  • Duty Station: Based in Jinka Field Office

General Duties and responsibilities 

The position holder will be responsible for all operational aspects of the project ensuring the quality and effectiveness of Plan’s for the implementation of coordinate overall project at field office level his/her designated project area including handling manpower and budgetary aspects of the field offices. 

Managerial Responsibilities:

  • Represent WE-Action in the program area and build healthy relations with stakeholders and project participants/targeted groups.

  • Support the field office team’s adherence to internal polices and program management standards.

  • Build capacity of field staffs so as to effectively implement project/program activities.

  • Lead and mobilize efficiently the human, financial and material resources of WE-Action to achieve maximum results of projects/programs in the area under its vision and mission.

  • Make close follow up of program & financial status including developing program financial plans, monitoring the project budget and ensuring sound projects financial controls are in place

Program Implementation:

  • Implement projects/programs under coordination within time frame and quality through providing technical support and regularly follow up of Field staffs.

  • Implement projects/programs under coordination based on the designed implementation strategies.

  • Identify areas of capacity building of field office staffs and come up with proposals to build field staff capacity for timely and quality project implementations.

  • Utilize budget properly through integration of program and finance plans and reports of projects being implemented in the field office. 

  • Make a strong and continuous follow up of program implementations by setting weekly, Monthly & quarter action plans and timely submit to the head office.

  • Assist project coordinators to develop and submit weekly and monthly action plans.

  • Work closely with the respective program operation manager to timely organize staff and stakeholder’s appraisal workshop before implementation of new projects.

  • Work closely with the respective program operation manager to ensure project implementation is as per the sustainability plan and exist strategy manual of the organization particularly for early independency of group establishment and graduation.

  • Ensure proper documentation (in soft and hard copy) of each project under coordination and keep in the field office.

Program Development:

  • Develop annual and quarter operational plans with quality for projects under coordination, timely submit to the respective Program operation manager.

  • Collect needed data and information from the program area and feed to the head office for development of concept notes/ proposals and any operational researches.

  • Collaborate with the management to develop, refine, implement and monitor WE-Actions’ strategic plan while ensuring that the budget, staff, and priorities are aligned with WE-Actions’ core mission

  • Identifying potential areas for concept note development in the respective operational area

Monitoring, Evaluation and Reporting:

  • Make regular field visits to projects/programs under coordination for technical support at least one – two visit per month

  • Facilitate project mid and end term evaluations to be conducted by government signatories and external consultants.

  • Organize and participate program Visit for government and funding partners

  • Collect indicator-based data for each project under coordination and share to Program Quality section

  • Prepare quality monthly, quarterly and annual reports and share to the respective program coordinator. 

  • Assist field staffs to develop case & success stories per project component and submit to respective program coordinators.

  • Prepare and submit quarter program accomplishment reports to concerned local government offices as per the reporting format of government offices and local language.

  • Prepare presentations or any announcement regarding to WE-Action’s activities for government and other organizations in consultation with the respective program operation manager and other concerned staffs.

  • Assist the Program Coordinator to work with PQM to facilitate learning in Projects/programs including codifying lessons learned and knowledge of resources/tools/best practices, etc

  • Perform other duties assigned by the line manager for the accomplishment of programme objectives.

 Compliance Accountability and Performance 

  • Strictly implement and monitor based on Safeguarding policy

  • Monitoring and reporting any feedback or safeguarding complaints of programs

  • Review and update the organization accountability framework; communicate for employees for effective implementations

  • Regularly monitor WE- Action compliances to Core Humanitarian Standards (CHS) and develop capacity accordingly

  • Facilitate external verification process of WE- Action Core Humanitarian Standards

  • Develop personal development plan and implement the plan for efficiency to the position

  • Assist interns to develop self-development plan

Gender and Social Inclusion 

  • Organize Gender Equality and Social Inclusion team at field level and build the capacity for gender mainstreaming.

  • Ensure inclusion of key intervention areas of Gender equality and social inclusion to the organization’s annual operational plan.

  • Promote organizational conversation on gender and social inclusion and organize periodic conversation session every quarter with staff and on annual bases.

Monitoring & Evaluation 

  • Critically consider gender and social inclusion in M&E system development and checklist for monitoring

  • Ensure that project indicators are gender sensitive 

  • Ensure that M&E related communications and products of WE-Action are gender sensitive

  • Participate  and contribute in organization gender and social Inclusion Team

Safeguarding

  • Able to seek appropriate advice and report concerns, and feel confident that they have been understood. 

  • Understands local safeguarding structures and arrangements

  • Practices in a manner that seeks to reduce the risk of abuse, harm or neglect

  • Identifies and refers to appropriate services any other associated persons including careers, family members and children at risk

  • Able to document safeguarding concerns, and maintain appropriate record-keeping, recording the wishes and views of the adult or child at risk, differentiating between fact and opinion etc…

Job Requirements

  • MA/MSC/BA/BSC in Social science related field (Management, Sociology, Development studies, Regional & Local Development, Health, rural development & Gender studies). 

  • 2 years related work experience for MA/MSC and 4 years work experience for BA/BSC holders of which 2 years and above related experience in Managing/Coordinating development projects.
