Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

PUI works in 10 areas of intervention and distinguishes itself by the implementation of an integrated approach in its response. This method aims to identify and understand the needs of all those affected by a crisis. Our teams come together to bring a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity.

PUI in Ethiopia:

Following the north Ethiopia conflict which erupted in 2020 and the reports of recurrent drought which is affecting the life and livelihood of millions in different regions of Ethiopia, PUI decided to contribute its part to address the humanitarian needs triggered by both manmade and natural disasters. PUI has been registered with FDRE Authority for Civil Society Organization (ACSO) since June 22, 2022, to enable the organization to operate legally in the country.

Since then PUI has been providing humanitarian assistance in Afar and Benishangul Gumuz Regional States addressing the needs of population affected by both manmade and natural disasters. The organization has been exploring the potential gaps in terms of humanitarian assistance in the regions where it is currently intervening and other regions.

The current projects in Afar and Benishangul Gumuz regions are mainly focusing on creating better access to health and nutrition services for conflict and drought affected population. PUI is working in collaboration with local health authorities in providing support to revitalize the conflict affected health systems in those regions. In Metekel zone of BGRS, PUI is supporting Debatie health centre, and its cluster health posts, while in Afar, PUI is supporting Abala hospital nutrition program in Abala town of Afar region Kilbati Rasu zone and a health centre in Dallo woreda in same zone. PUI is also implementing nutrition programs in two health centres of Abala woreda.

PUI is expanding its scope of operations in the regions where it is currently active and other regions. Part of this strategy includes its plan to reach out to more woredas in Metekel zone of BGRS including Bullen and Dangur woredas in addition to Debatie woreda in 2024 and expand to refugee camps in Assosa zone, Kurmuk transit camp.

For this purpose, PUI is actively recruiting new staff in various disciplines of health for the new CDCs funded project in refugee camps in Assosa zone.

Overall Objective:

Under the supervision of the Health Project Manager (PM), the Health Deputy Project Manager (DPM) shall ensure the overall support and direct supervision of the teams working in PUI facilities and enrolled in the PUI health and nutrition project. S/he should assist the the health PM in planning, organizing, implementing, and monitoring agreed health and nutrition activities and planned capacity building.

Duties & Responsibilities:

1. ACTIVITIES IMPLEMENTATION

  • Support in the good implementation and monitoring of the health and nutrition projects in collaboration with the Health Project Manager

  • Ensure that agreed activities and procedures are regularly and timely performed by Health and nutrition teams

  • Participate actively in the supervision of health and nutrition activities through checklists, observations, and reports to the Health Program Manager

  • Supervise monthly planning and action plans within the Health facilities and community-based activities

  • Ensure that the MOH workers are following proper medical protocols, and applying them according to international and national recommendations and guidelines

  • Ensure the rational use of medicines and the proper administration of treatments in step with national and international protocols in the health centers

  • Collaborate with other departments as needed to ensure smooth implementation and integration of services

  • Ensure that beneficiaries and local populations understand the project objectives and participate actively in their implementation.

  • Assist the Health Project Manager in the development of new interventions and/or adjustment of current interventions.

2. TEAM MANAGEMENT

  • Manage the supervisors/team leader with effective guidance and adequate support

  • Ensure the implementation of good team management practices with supervisors/team leader

  • Follow up on staff schedules, annual leave, and attendance sheets by HR procedures

  • Manage the recruitment of new staff in collaboration with supervisors and Health Program Manager

  • Draw up Job descriptions as needed, in collaboration with the Health Program Manager

  • Participate in the regular evaluation of team medical and non-medical staff in collaboration with HPM Assess training needs, develop training plans, facilitate and perform training for medical and nonmedical staff, and follow up on the impact after training

  • Ensure that the Health team is respecting PUI rules and inform the Health Project Manager of any disrespect of the rules

  • Ensure the security rules in the field are respected, the safety of the field officers is guaranteed and regular communication with the security focal person is maintained

3. MONITORING, FOLLOW-UP & REPORTING

  • Supervise data collection on all medical and non-medical activities based on standard data collection tools

  • Analyse epidemiological indicators and ensure that they are followed properly

  • Participate in the budget follow-up with the Health Project Manager and make sure budget lines are spent properly

  • Draft the internal and external reports to the Health PM or/and the Medical Coordinator or other PMs

  • Report to the Health Project Manager any problem in the projects, especially any gap/loss/robbery/damage and organizational issue

     

4. LOGISTICS & ADMINISTRATIVE SUPPORT

  • Support logistics department by analyzing supplier bids with highly technical specifications

  • Communicate to logistics for fleet needs, and logistical components of the projects (delivery, distribution, onsite storage)

  • Ensure appropriate supply plan, with central pharmacy, on a weekly/monthly base principle for the facility

  • Ensure that HR documents (attendance sheet, leave request, etc) are communicated to the HR Manager on time, with validation of the Health Project Manager

  • Ensure the archiving of the documents, tools, and training materials in the context of the project/s and ensure the availability of the verification sources mentioned in the proposals.

5. INTERNAL AND EXTERNAL REPRESENTATION

  • Participate in meetings, strategy workshops, training, and others, as required.

  • Participate in any other activities such as surveys, and assessments, among others.

  • In coordination with the Health Project Manager, conduct health assessments related to other sectors

  • Participate actively in the preparation and the smooth organization of the visit from Donors

  • Represent the organization before local actors involved in the implementation of the medical program, and contribute to good relations with project partners

Other tasks

  • Participate in PUI project team meetings and strategic thinking.

  • Participate in meetings organized by PUI.

  • Contribute to the safety monitoring of the zone by reporting to his/her line supervisor any safety-related constraints.

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs. The employee could be requested to perform other tasks as his/her Line Manager may judge necessary.

Job Requirements

Required Qualifications and Professional Experience

  • Medical Doctor/ BSC in Public Health and MPH in Nutrition, Reproductive Health, Epidemiology, Project Management.

  • Similar experience of 5 years for first degree or 3 years for MSc

  • Experience humanitarian works

  • Work experience in BGRS, METEKEL zone

Required knowledge & skills:

  • Proficiency in MS Office.

  • Knowledge of the community of BGRS

  • Excellent attention to detail and organizational skills.

Language:

  • English, Amharic, and any other local language.
