The Consortium Technical Protection Manager will be key in supporting the design and implementation of inclusive protection interventions within HI’s projects across Ethiopia. Working under the supervision of the chief of party and in close coordination with consortium members, the project manager of HI, technical working groups, and global protection specialists, the officer will ensure the integration of protection principles, particularly age, GBV, and disability inclusion, into program activities. The role includes building the technical capacity of field teams, advising on best practices, ensuring alignment with national frameworks (e.g., MoWSA), and contributing to the quality and impact of protection components in response to the needs of conflict-affected populations, including IDPs and other vulnerable groups.

In addition to technical support, the Senior Protection Officer will represent HI in relevant national and regional coordination forums such as the Protection Cluster and GBV AoR, while also contributing to the strategic development of HI’s protection portfolio in Ethiopia. The role requires a strong commitment to HI’s safeguarding policies, data confidentiality standards, and zero-tolerance approach to all forms of abuse and exploitation. The officer is expected to foster collaboration among key stakeholders, including government counterparts, consortium members, and local partners, to ensure the delivery of safe, inclusive, and rights-based protection services.

Duties and Responsibilities

Responsibility 1: Overall Protection-integrated technical Leadership and Guidance

To ensure the proper implementation of the project activities and to fulfil the monitoring requirements

  1. Provide expert technical support to the consortium and implementing partners to ensure high-quality protection programming aligned with HI standards and international frameworks (e.g., IASC, Sphere, GBV AoR).

  2. Develop and contextualize SOPs, guidelines, and tools for protection and GBV case management, risk mitigation, and community-based protection.

  3. Develop appropriate technical standards and guidance for the implementation of protection activities. This includes designing tools for quality implementation of protection activities, including GBV case management tools, risk mitigation, community-based protection, and GBV standard operating procedures. 

  4. Ensure the necessary MEAL instruments and other technical tools required for project implementation are in place 

  5. Support the integration of Disability-Gender-Age- (DGA) considerations across protection programming.

    Responsibility 2: Quality Assurance, MEAL, and Reporting

    Activities:

    1. Collaborate with the MEAL team to ensure the use of harmonized tools and indicators for monitoring protection outcomes.

    2. Lead technical reviews, learning events, and after-action reviews to assess effectiveness and identify areas for improvement.

    3. Contribute to data analysis and capitalization of best practices.

    4. Develop tailored monitoring and evaluation plans for protection components.

    5. Contribute to program evaluations and the adaptation of strategies based on findings.

    Responsibility 3: Capacity Building and Knowledge Management

    Activities:

    1. Conduct protection training needs assessments among consortium partners and local stakeholders.

    2. Design and deliver targeted training sessions, mentorship, and coaching to field teams and local actors.

    3. Provide support in developing and disseminating methodology, tools, and ensure capitalization of the project and production of project-level documents with the HI and consortium partner 

    4. Facilitate documenting the success stories and produce a project’s key lessons learned document

    5. Design and deliver to publish a bi-monthly Newsletter and SM posts

    6. Strengthen staff understanding of inclusive protection principles, including disability-sensitive and age-appropriate responses.

    7. Provide technical input to the project team in designing, developing, producing, and distributing of effective social communication/IEC/awareness tools and materials related to the sector activities

    8. Support the development of a local pool of protection specialists and trainers of trainers.

    9. Enhance HI’s visibility in the relevant networks, NGOs, and line ministries

    Responsibility 4: Representation and Coordination

    Activities:

    1. Represent HI and the consortium in relevant coordination forums (e.g., Protection Cluster, GBV AoR, Victim Assistance, CP AoR) at the national.

    2. Maintain strong relationships with government entities, consortium members, NGOs, and community structures.

    3. Ensure technical coherence and information sharing across all consortium members.

    Responsibility 5: Strategic Development and Advocacy

    Activities:

    1. Support proposal development, including protection strategy design, technical writing, and stakeholder engagement.

    2. Identify gaps and opportunities to expand or improve protection programming.

    3. Contribute technical inputs to advocacy messaging in line with HI's strategic priorities.

    4. Promote the engagement of Persons with Disability (PODs) and local women's groups in protection interventions.

    5. Support HI’s advocacy agenda by contributing technical input and evidence-based recommendations.

    Responsibility 6:  Risk Mitigation and Safeguarding

    1. Ensure protection activities uphold the “Do No Harm” principle and HI’s safeguarding standards.

    2. Lead risk analysis and mitigation planning in collaboration with field teams and security focal points.

    3. Provide technical leadership in upholding safeguarding standards and responding to concerns raised through feedback mechanisms.

Job Requirements

Qualifications:

  • Master’s degree in social work, international development, Human Rights, Protection, or related field.

  • Minimum of 7 years of progressively responsible experience in protection programming in humanitarian contexts.

Experience:

  • Proven experience in technical oversight of protection projects, including community-based protection, GBV, and child protection.

  • Experience working in consortium or multi-agency settings is a strong advantage.

  • Demonstrated experience with training, coaching, and mentoring teams.

  • Strong understanding of inclusion and working with vulnerable groups.

Skills and Competencies:

  • Solid knowledge of international protection frameworks, DGA standards, and national legal instruments (e.g., MoWSA guidelines).

  • Proven ability to design tools, SOPs, and technical guidance for large-scale humanitarian programming.

  • Excellent facilitation, training, coaching, and mentoring skills.

  • Strong organizational and analytical skills, including data interpretation for learning.

  • Fluent in English; proficiency in Amharic and Tigrigna is an added advantage.

  • Strong interpersonal skills, diplomacy, and cultural sensitivity.

  • High commitment to HI’s values, safeguarding standards, and zero-tolerance policy toward abuse and exploitation.

Additional Information

  • Travel: Regular travel to project sites in the Amhara and Tigray regions.

  • Safeguarding: The position holder is expected to abide by and promote HI’s Safeguarding, PSEA, and Child Protection policies.
