Head, Disbursement and Collection Division
Finance Manager, with the supervision of the Director of Resource & Services , is responsible for financial management and reporting aspects of the business unit. The manager is responsible to Plan, organize, directs, coordinate and supervise the finance management and financial reporting activities of the business unit. The manager is expected to play a key role in ensuring that all financial transactions are in line with the country’s law and the company’s rules and procedures.
Plans, organizes, leads,coordinates, and supervises the activities of the department.
Prepare periodic reports and budgets concerning the activities of the department and share for respective bodies for information and further action as required.
With the approval of CEO, GeneralManager or Director, she/he opens& operates bank accounts of the business unit.
Develops good working relationships with key financial stakeholders such as bankers, auditors and tax authorities for the benefit of the company,
Monitors and supervises the business unit’s financial condition through the proper implementation of accounting systems,
Provides an interpretation of financial information and determine the position of the business unit by analyzing the performance relative to competitors
Lead the establishment and maintenance of proper Accounting Information Systems in order for other divisions in the business unit to get information of their requirements,
Manages fund utilization (Reviewing, Approving, effecting payment) according to budget
Prepares and submits financial report to internal and external stakeholders as needed
Facilitate external audit services, at the end of each fiscal year, in order to get opinion on fair presentation of business unit’s financial position.
Provide technical assistance to other departments to strengthen their financial management awareness and to ensure their compliance with established rules.
Manages the business unit’s cash flow in order to ensure availability of optimum cash,
Works with internal and external auditors to facilitate their functions,
Trains and develops staff of the department,
Reviews cost reduction opportunities open to the business unit and propose for its implementation,
Ensures treasury activities are in compliance with treasury policies, accounting guidelines, governance policies and internal controls,
Prepares and submit periodic performance reports of the department,
Ensures the periodic preparation of financial statements reports in accordance with the current reporting frameworks.
Analyze the financial performance of the business unit relative to its past performance, projected performance, competitors’ performance, and industry average.
Oversees proper management of the business unit’s cash flow in order to ensure liquidity.
Ensure the establishment proper accounting information system that can track performance and enable senior management to follow up financial performance on regular basis
Undertakes risk management activities to protect the business unit's financial well-being.
Initiates the development of financial policies, procedures, formats and norms applicable in the business unit and in the business group
Analyzes financial performance and advises management on its implication together with possible course of action
Reviews cost reduction opportunities open to the business unit and propose for its implementation,
Performs other similar tasks as assigned by the immediate supervisor
POSITION REQUIREMENTS
Education: MA/BA in Accounting and Finance/ Management or related fields
Experience: 8/10 years of experience, with at least 3/4 years of experience in managerial positions in real estate business
Additional Training:
IFRS or ACCA Training Certificate
Technical Skills/Competencies/ Personal attributes
Demonstrate commitment to the vision, mission, core values, aims and principles of the company.
Time management and Attention to detail,
Knowledge of the company's internal policies and procedures and
Good understanding of international accounting systems, concepts, standards, and principles
Ability to maintain confidentiality and foster trust and respect
Being self-motivated and highly organized, detail oriented

Having strong desire and skills to work with other as a team
Having dependable research skill
