Job Description
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.
ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the WASH Project Assistant Position in Benishangul Gumuz, Ethiopia.
Job Purpose
Under direct supervision of Project Officer and or the Project Manager, the WASH Project Assistant is responsible to ensure effective planning and quality implementation of ACTED Water, Sanitation, and Hygiène (WASH) interventions in Assosa zone of Benishangul Gumuz Région, in order to contribute to improved water access for the Sudanese refugees, Ethiopian returnees, and vulnérable host. He/she shall Share wether the Water, Sanitation and Hygiène needs are effectively being met in the interventions areas of Benishangul Gumuz Région. This includes all elements of Supervision, planning, and quality control.
Specific responsabilités include :
Coordination and representation
Represent the ACTED and Works closely with PUI, RRS and UNHCR for refugee setting and for local intervention Region, Zone/Woreda Water and Health Offices towards efficient and effective implementation of the project.
Ensure the community engagement on WASH facility safe usage.
Work constructively within a team and collaborate with other partners.
Project implementation
Ensure effective implementation of ACTED WASH programming in accordance with program requirements and in line with Donor regulations, WHO and international standards ;
Participate and lead WASH needs assessments and identification of WASH facilities for expansion and/or upgrading in the targted location
Condcut fesaibility assessments for the expansion and upgrading of water supply system, structure, pipelines extension, solarization and related works.
Prépare detailed BoQs, specfication, and design for itendfied structure and system
Participate in the designing of solar pumps system and collect the engineering technical data.
Supervision and monitoring of construction activities such water pipeline installation and communal latrine construction in the respective camp and host community.
Participate supervising of contractors engaged by ACTED to ensure work is done as per drawings, technical specification and to the highest quality standard.
Implement hygiène promotion, includes, daily house to house visit and hygiène promotion activity on key hygiène message.
Support MEAL team with baseline, endline, KAP Survey, and Post-Distribution Monitoring as needed
Collaborate with the MEAL team in other monitoring and evaluation tasks as required, including sensitization and awareness-raising activities related to the use of the Acted`s Feedback Mechanism (AFM)
To assist and participate in community mobilization.
Support outreach hygiene promoters and WASH Management Committee in the proper implementation of WASH NFI and MHM kits provisions, including site identification, site specific beneficiary selection criteria development, beneficiary verifications and distributions
Supervise Hygiene Promotion activities in line with relevant standards, codes of conduct, and humanitarian principles.
Use participatory approaches as far as possible throughout the programme cycle, in training, and in the use of tool kits and other materials.
Build capacity of the WASH Management committee and outreach or community hygiene promoters in hygiene promotion activities
Design and produce culturally IEC Materials for Water, Sanation and hygiene activities
Project management and reporting
Planning, Implementing and Reporting
Supporting the line manager in devising weekly and long-term work plans for the project implementation, particularly or information management activities
Attending regular staff coordination meetings
Timely reporting on progress, and challenges in the site to the line Manager
Timely reporting on security and safety incidents
Timely submission of weekly report or other reports as requested by the line manager
HR
Commitment to continuous learning through trainings and timely identification of capacity-building needs and opportunities, in coordination with line Manager/TC/HR Dept.
Supervise recruitment of Community Mobilizer Casual Labours and outreach hygiene promoters
Transparency and Compliance
Ensuring compliance to ACTED internal procedures and donor procedures
Accurate record keeping of project documentation, including photos and proper filing of meeting minutes, databases, attendance sheets, assessment reports/documents, review and updating of databases etc., in soft and hard copy
Provide translation of various documents (e.g. reports, minutes, beneficiary lists, information IEC, signs) upon request
Protection Mainstreaming
Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors).
Any other duty as may be requested by your line manager or coordination.
Qualifications/Skills Required
Degree/Higher Diploma Preferably Development studies, Social science, Environnemental health, Public health and Water engineering or other relevant discipline
At least 3 years’ practical experience with an INGO in appropriate WASH Program, preferably in Returnees, IDPs, host community and Refugee camp.
Strong team player of high integrity, pleasant personality, ability to work under least supervision and meet strict deadlines.
Experience in implementing integrated WASH activities (both software and hardware);
Experience in capacity building and training of staff and target groups
Knowledge and understanding of humanitarian standards
Proficiency in English language, both written and spoken
Experience and ability to use Microsoft application (MS Excel, Word, Power point etc.) and engineering application software are advantageous (Water CAD, Water GEMS, Arch GIS, Auto CAD etc).
Experience in Construction related project management
Communication skill spoken English and preferred Arabic with local language.
Flexibility and ability to multi-task under pressure
Proven ability to work creatively and independently both in the field and in the office ;
Good inter-personal skills, commitment and motivatio
