Job Description

Positive Action for Development (PAD) is one of the most vibrant and rapidly expanding Ethiopian resident civil society organizations. We are a results-oriented organization committed to implementing efficient, effective, and sustainable charitable interventions across Ethiopia.

Currently, PAD is undertaking a major scale-up of its programs, with a focus on urban destitution, peacebuilding and democratization, child protection, youth development, support for migrant returnees, health, and livelihood development. We are also implementing humanitarian projects, including Shelter and Camp Coordination and Camp Management (CCCM), targeting low-income and vulnerable women, children, youth, and adults.

As part of this expansion, PAD is extending its operations to several regions, including Addis Ababa, Tigray, Amhara, Oromia, Harari, and the Somali, South Regional State.

PAD is now seeking to hire a qualified professional for its EHF-funded project.

Duties & Responsibilities:

Under the supervision of the Project Coordinator, the Health Officer will be responsible for the planning, implementation, and monitoring of the mobile health and nutrition project in targeted woredas. The Health Officer will work as a key member of the Mobile Health and Nutrition Team (MHNT), providing essential primary healthcare services in line with the Ethiopian Primary Health Care (EPHC) Clinical Guidelines and national protocols.

Specific responsibilities include the following:

  • Deliver essential primary health care services in hard-to-reach and conflict-affected areas through mobile outreach.

  • Conduct clinical assessment, diagnosis, treatment, and follow-up of common illnesses using standard EPHC guidelines.

  • Provide maternal, newborn, and child health services including ANC, PNC, immunization support, and family planning.

  • Ensure active nutrition screening for children under five and pregnant/lactating women, and link cases to appropriate care (OTP/SC/IYCF).

  • Support health education sessions on hygiene, nutrition, communicable disease prevention, and maternal/child care practices.

  • Manage common disease outbreaks and public health threats in collaboration with woreda health offices.

  • Ensure quality referral of complicated medical, maternal, or nutrition cases to nearby static health facilities.

  • Document patient care using MoH-approved registers and tools and ensure accurate data collection and timely reporting.

  • Work closely with other MHNT members (nurse, midwife, MHPSS officers) to ensure integrated service delivery.

  • Conduct on-the-job mentoring and supportive supervision to HEWs and community nutrition volunteers during outreach. 

  • Ensure rational use of medicines and monitor stock levels of essential drugs and medical supplies.

  • Uphold principles of client confidentiality, medical ethics, and professionalism in service delivery.

  • Coordinate with local health authorities and stakeholders to strengthen linkages with the existing health system.

  • Support the development of referral pathways and maintain active coordination with zonal/woreda health facilities.

  • Participate in rapid health and nutrition assessments and contribute to emergency response planning.

  • Produce weekly and monthly reports, capturing both service delivery data and narrative progress updates.

  • Maintain respectful and culturally sensitive interactions with beneficiaries and community leaders.

  • Participate in MHNT planning meetings, reviews, and coordination forums at the woreda and zonal levels.

  • Perform any other tasks assigned by the supervisor to ensure the quality and continuity of MHNT services.

Job Requirements

Qualification: Bachelor’s degree in Public Health, Health Officer, or Medicine from a recognized institution with a valid professional License

Experience: - Minimum of 5 years of relevant work experience, preferably in primary healthcare, nutrition, or emergency response programs.

  • Experience working in humanitarian contexts, mobile clinics, or hard-to-reach areas is highly desirable. Prior experience working in humanitarian or emergency settings, especially with MHNTs, is an asset.

Skills Required:

  • Clinical Service Delivery

  • Proficient in providing integrated clinical care at the primary level as per the Ethiopian Primary Health Care Clinical Guidelines (EPHC), including:

    • Management of common illnesses (malaria, pneumonia, diarrhea, etc.)

    • Maternal and child health services (ANC, PNC, family planning)

    • Communicable disease detection and management

    • Emergency and trauma care

  • Nutrition Services

  • Skilled in screening and management of acute malnutrition using national CMAM protocols.

  • Ability to support IYCF counseling, including breastfeeding and complementary feeding practices.

  • Adherence to National Protocols

  • Demonstrated experience applying MOH-standardized tools and protocols, including EPHC guidelines, ICCM, IMNCI, and TB/HIV management guides.

  • Data Use and Documentation

  • Ability to document and report patient data using HMIS and standard registers.

  • Basic competency in using electronic data tools (Kobo, ODK) for mobile data collection.

  • Emergency Health Response

  • Ability to assess and respond to outbreaks and other public health emergencies within mobile/outreach settings.

  • Community Health Engagement

  • Experience working with community platforms (HEWs, HDAs, CNVs) for demand creation and referral linkage.

  • Teamwork & Coordination

  • Strong interpersonal and collaboration skills within multi-disciplinary teams (MHNT nurse, midwife, MHPSS, etc.)

  • Ability to work effectively with woreda health offices and partners.

  • Adaptability & Mobility

  • Willingness to work in remote, underserved, and mobile outreach settings, often with challenging logistics.

  • Physically fit and emotionally resilient to operate in difficult humanitarian contexts.

Other:

  • Willingness to travel to and work in remote and hard-to-reach locations.

  • Ability to work effectively in a mobile team setting with flexibility and cultural sensitivity.

Salary: As per the organization's Salary Scale

Duty Station: Roving position between Gazgibla and Abergele Woredas, Waghimra Zone, Amhara Region. The Health Officer is expected to operate as part of a Mobile Health and Nutrition Team (MHNT), regularly moving between health facilities and communities in both woredas based on program needs and accessibility.
