Job Description

The HR, Property Admin, and Procurement Officer is responsible for supporting human resource functions, managing company property and assets, and handling procurement activities in compliance with organizational policies and procedures. This is a cross-functional role requiring a high level of organization, attention to detail, and the ability to manage diverse responsibilities.

Key Responsibilities:

Human Resources Duties:

  • Undertakes, coordinates, and supervises the recruitment, selection, placement, transfer, promotion, and termination activities 

  • Ensures and follows up that recruitment, placement, promotion and transfer of employees, training, and benefit administration activities are efficiently carried out based on the policies and procedures of the Company.

  • Undertakes the timely filling of vacancies by the HR policies and procedures of the Company.

  • Receives and reviews employment applications, coordinates/arranges interview information for applicants in cooperation with concerned offices. 

  • Provides information for applicants regarding advertised job openings.

  • Prepares and submits internal and external vacancy announcements, 

  • Undertakes registration of applicants with the required qualifications after checking the authenticity of documents.

  • Administers the preparation and announcement of the examination; communicates results of the examination to applicants.

  • Support employee performance management processes.

  • Coordinate employee training and development activities.

  • Undertakes and coordinates induction and orientation sessions for new recruits.

  • Receives and handles all employee services like pension cases, medical cases, issuance of ID cards, salary increment/adjustment letters, 

  • Supervises and follows up employee attendance and settlement of grievances, proper handling of termination and certification, as well as investigating causes of staff grievance and turnovers, and recommends appropriate courses of action;

  • Undertakes the preparation of all relevant background information of employees eligible for promotion and /or transfer and prepares letters for approval by the authorized official.

  • Follow up on all clearance formalities for selected personnel and the construction of personal files that contain all relevant data. 

  • Assists farming & processing units in resolving HR Management issues

  • Takes part in the Company’s manpower planning and development preparation tasks,

  • Assists in the development of personnel policies and procedures.

  • Administers personnel record and filing (archive) activities

  • Ensures that personnel files contain documents relevant to the individual and are chronologically arranged and numbered.

  • Prepares periodic reports of the section and submits them to the concerned work unit.

  • Performs such other related duties as may be assigned by the immediate supervisor.

Property Administration Duties:

  • Maintain an accurate and up-to-date inventory of all fixed and movable assets.

  • Monitor and control company property usage and movement.

  • Manage and control SIVs, GRVs, return notes, and related property control pads.

  • Ensure proper documentation and filing of all asset movements.

  • Follow up on asset repairs, replacements, and maintenance.

  • Assist with the preparation and control of lease agreements and the company's building maintenance.

Procurement Duties:

  • Source and evaluate suppliers/vendors based on quality, pricing, and reliability.

  • Prepare purchase requests, obtain quotations, and initiate purchase orders.

  • Follow up on timely delivery of goods/services and ensure quality standards.

  • Manage procurement documentation and supplier database.

  • Ensure procurement activities comply with internal policies and budget guidelines.

Job Requirements

Qualifications:

  • Bachelor's degree in Human Resource Management, Business Administration, Procurement and Supplies Management, or a related field.

  • Minimum of 2 years of experience in a similar multifaceted role.

Key Skills and Competencies:

  • Strong organizational and multitasking skills.

  • Excellent communication and interpersonal abilities.

  • Proficient in Microsoft Office Suite and HR/procurement software.

  • Knowledge of labor laws and procurement regulations.

  • High level of integrity and confidentiality.
