The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center – Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacant post for its Onchocerciasis and Lymphatic Filariasis Elimination Projects.
Summary Job Description:
The M&E Officer is responsible for designing and implementing the M&E activities in the assigned geographic area. S/he particularly will collect/compile & analyze project data; compile and organize quarterly progress reports; regularly monitor project performance and share information with project team; and maintain information management system used by the project.
Prepare monthly and Quarterly reports of the progress of the projects and backup program data every month;
Develop M&E plan including process and outcome indicators and data collection, analysis and interpretation tools, establishing baseline and targets and leading annual plan preparation.
Routinely monitor the progress of M&E and provide updates to regional managers.
Routinely monitor the quality of data, perform data quality audits, and respond to data quality issues as needed. Develop and maintain a system and procedures for generating quality project reports.
Collect and report feedback from the field regarding any obstacles or suggestions for improvement
Contributes to proposal design and writing.
Undertake periodic monitoring and technical support visits to project intervention areas
Organize review meetings at various levels including partners
Develop and maintain data quality, perform data management (Entry, cleaning compilation and sharing) and data verification mechanisms
Ensure data quality throughout data collection, cleaning, analysis, and reporting procedures.
Ensure that regular project progress reports are received and communicated effectively for decision making
Provide mentoring to health facilities staff on monitoring and evaluation.
Lead and coordinate surveys such as impact, coverage…
Initiate and maintain both soft and hard copy knowledge product for documentation and sharing.
Contribute to the development and organization of trainings, workshops, meetings and supportive supervision
Participate/develop database, guidelines, standards and tools for PME.
Train project staff on the use of monitoring and evaluation tools.
Strengthen partners M&E system at various level to improve use of data for decision.
Strengthen the data collection, analysis, and reporting on performance indicators by other team members and project counterparts.
Undertake joint monitoring/supportive supervision visits to project implementation areas.
Required Number: 1 (One)
Terms of Employment: One year contract with a possibility of extension.
Qualification and Experience:
Master’s or Bachelor’s degree in Monitoring & Evaluation, Health Informatics Statistics, or Public Health from a recognized university.
Minimum of five years relevant experience, preferably in Monitoring & Evaluation of health programs.
Additional Requirements:
Reasonably good experience in Project monitoring and evaluation
Willingness to travel and work in remote rural areas during field work
Data management, Compilation, and analysis using MS Office, including Excel, Access, and statistical packages, including STATA, SPSS, Epi Info, ENA SMART,
Maintain a good relationship with stakeholders
Create team spirit among project staff to maximize the achievements of the project
Documenting best practice & success story
Be fluent in Amharic and good command of the English language
Able to present a release letter from the current employer within two weeks after the job offer
