Job Description

The Community Facilitator will be a pivotal member of the AWE Phase II project team in Addis Ababa, dedicated to empowering women engaged in micro and small enterprises. This role is critical for the on-the-ground implementation and monitoring of project activities, ensuring adherence to quality and standards.

The Facilitator will be responsible for implementing targeted supports, including life skills training, facilitating digital and financial literacy training, and supporting Village Savings and Loan Association (VSLA) groups. A key aspect of this role involves establishing financial linkages between project beneficiaries and formal financial and leasing institutions. The position also requires supporting Social Analysis and Action (SAA) and male engagement dialogues. Furthermore, the Facilitator will actively engage in coaching and mentoring businesswomen and contribute to regular project reporting.

The ideal candidate will possess a strong educational background and practical experience in business development services, coupled with a deep commitment to empowering women in micro and small enterprises. Essential for success in this dynamic role are strong communication and facilitation skills, alongside the ability to effectively engage with diverse stakeholders.

II. Responsibilities and Tasks

Job Responsibility #1: Facilitate the Planning and Implementation of Project Activities (40% of Time)

  • Participate in the development of detailed implementation plans for the project, ensuring alignment with overall project goals and timelines.

  • Deliver impactful life skills training programs tailored for project beneficiaries.

  • Conduct comprehensive training sessions to enhance the digital and financial literacy of the project’s clients.

  • Provide ongoing support to Village Savings and Loan Association (VSLA) groups, fostering a robust culture of savings and financial inclusion within the community.

  • Establish and maintain crucial linkages between project beneficiaries and formal financial and leasing institutions to enhance access to vital financial services.

  • Establish and strengthen Social Analysis and Action (SAA) initiatives, leading constructive dialogue sessions to promote gender equity and social change.

  • Facilitate business idea competitions, including monitoring and reporting on the utilization of awarded funds.

  • In collaboration with community-based agents, mobilize project target beneficiaries for training, BDS support, savings initiatives, and other diverse project activities.

  • Ensure that the on-the-ground implementation of the Advancing Women Enterprise project is consistently guided by CARE’s core programming approaches, principles, and gender equity considerations.

  • Provide continuous follow-up and technical support to the businesses of the target groups.

Job Responsibility #2: Mentoring and Coaching Project Clients (30% of Time)

  • Provide individualized and group coaching and mentoring support to women entrepreneurs, offering practical guidance on business development and personal growth.

  • Provide individual and group-based business development support.

  • Incorporate detailed coaching and mentoring support activities into regular project reports.

Job Responsibility #3: Strengthen Partnership, Institutional Linkages, and Working Relationships (5% of Time)

  • Work closely with relevant government institutions, community-based organizations, and partners to build trust and ensure strong, collaborative working relationships.

Job Responsibility #4: Reporting and Monitoring (10% of Time)

  • Conduct regular monitoring visits to women's businesses and provide comprehensive monitoring reports.

  • Prepare weekly, monthly, and quarterly reports on project activities, submitting them to the supervisor in the appropriate formats.

  • Undertake professional development initiatives identified in collaboration with her/his supervisor.

Job Responsibility #5: Learning and Documentation of Lessons (10% of Time)

  • Collect basic information, best practices, case studies, and lessons learned, reporting them to her/his supervisor.

  • Include lessons learned in regular project reports.

Job Responsibility #6: Perform Other Duties as Assigned (5% of Time)

III. Problem Solving

This position primarily involves Level Two problem-solving. The tasks and methods for accomplishing them are clearly defined, and the incumbent will regularly encounter identical or similar problems.

V. Qualifications (Know-How)

A) Education/Training

  • Required: Diploma in Economics, Business Administration, Sociology, or a closely related field.

  • Desired: Bachelor’s degree in economics, Business Administration, Sociology, or a closely related field.

B) Experience

  • Required: 2-5 years of related work experience.

C) Technical Skills

  • Required: 

    • Strong facilitation and coordination skills.

    • Excellent communication and interpersonal skills, fostering good human relations.

    • Firm belief in teamwork and gender equality.

    • Conceptual understanding of participatory approaches and sustainable development principles.

D) Core Competencies

  • Respect, accountability, courage, excellence, stress tolerance, information monitoring, team building, interpersonal skills, coaching, problem-solving, planning, and organizing.

VI. Contacts/Key Relationships

The Community Facilitator is expected to establish and maintain open and collaborative relationships with project clients, government partners, community-based organizations, BDS providers, project officers, and other relevant staff.

VII. Working Conditions

The Facilitator is expected to spend approximately 95% of her/his time in the field, directly engaging with project clients where their businesses operate. This role will involve significant travel on foot (approximately 75% of field time) and will require working across multiple sub-cities within Addis Ababa.
