Position: Livelihood and Food Security Officer

Duty Station: Jigjiga Somali Region

Deadline: June 10 2025

Generation for African Relief and Development (GARAD) Organization is a humanitarian and development national organization committed to addressing social, economic, and humanitarian challenges in Ethiopia, particularly in the Somali Regional State. Established by youth through informal community volunteerism, GARAD became a nationally registered organization in 2020. GARAD is a youth and women's rights organization. It works for the relief and humanitarian assistance to disaster-affected areas in the Somali region. GARAD is currently implementing a project entitled “Enhanced participation and leadership of women for food security crisis response,” in Jigjiga, Haroreys, Kabribayah, and Awbare districts.

The livelihood and Food Security position is responsible to oversee implementation of cash transfer, agricultural input distribution, food distribution activities and climate smart agriculture support project through providing early maturing crop seeds and fruit seedlings and related capacity building activities. Facilitate exchange of information compilation data and reports, provision of technical training to to community mobilizers and beneficiaries as well as local government staffs. In consultation with the Project Manager’s review project work plans and activity budget for better response for the need of the project. The Livelihood and Food Security Officer reports to the Project Manager.

Duties and Responsibilities of the Position Holder

  • Lead the Food Security and Livelihoods interventions planning, implementation, monitoring and reporting;

  • Contribute in the strategic planning, scheduling, assessments, monitoring and evaluation of the projects activities;

  • Continuously strive to improve the quality of the Food Security and Livelihoods projects ;

  • Promote partnership and collaboration with people of concern and primary focus groups throughout the project cycle;

  • Provide inputs to the design & utilization of project information gathering tools & project activity manuals;

  • Represent GARAD in community meetings, food security or emergency response meetings in coordination with Project Manager;

  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the Project manager;

  • Keep track of the stock levels of Food Security related materials and items and follow up on project supplies;

  • Maintain a proper Food Security Project documents filing, retrieval and archiving system

  • Collect, analyze, document and share learning and best practices in the areas of Food security and livelihoods

  • Prepare Weekly, Monthly Quarterly, Semiannual and annual performance reports for the activities under his/her responsibility,

  • Ensure mainstreaming of GARAD’s cross-cutting issues of gender equity, and people with disabilities environmental protection, Child Protection throughout the emergency response and strengthen gender sensitivity in all activities;

  • Ensure compliance with GARAD’s policies in child rights and inclusion of persons with disabilities;

  • Perform any other duties as assigned to him by the Project Manager or his designate.

Job Requirements

  • Msc/MA/BA/Bsc degree in any one of the following disciplines; Agricultural Rural development and agricultural extension, Economics or other related fields;

  • At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting;

  • Thorough experience with and knowledge of principles and current approaches to humanitarian work, in particular food security and agriculture production;

  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies;

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods;

Additional requirement

  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access, design packages;

  • Experience with digital data gathering will be an added advantage and

  • Significant work experience in directly related field will be considered in lieu of specific agriculture and livelihood projects.

  • Experience working with food security and livelihood in a complex and volatile contexts;

  • Good knowledge of English and local language.
