Job Description
Job Title: Data Quality Officer
Duty Station: Oromia Region: Ambo, Shashamne, Jima, and Asela Hospitals
Type of employment: Full-time employment on a contract basis
Duration of the contract: 1 year with possible extension based on the grant availability and performance evaluation
Time Commitment: 40 hours per week with flexible time management.
Number required: 4 (one for each station)
Salary Range: 35,000-40,000 ETB
Addis Ababa University, in collaboration with Emory, Hawassa, and Mekelle Universities, along with the Ministry of Health and multiple Regional Health Bureaus, is implementing the Saving Little Lives (SLL) 360 program in Ethiopia. The SLL360 platform is designed to enhance health system functionality across different levels of health facilities. One of the key activities within the program supported by the Bill & Melinda Gates Foundation aims to strengthen digital health systems for newborn and maternal health services across multiple hospitals and regions. The implementation follows a hub and spoke model where a selected hospital serves as a hub, where a Data Quality Manager is mainly based, while also supporting 4 to 5 spoke health facilities to ensure that data is accurately recorded, systematically documented, and effectively utilized. This process strengthens data assurance, enabling informed decision-making and improving overall healthcare delivery. As part of this effort, we are recruiting a Data Quality Officer to help support the goal of creating an Integrated Maternal Neonatal Inpatient Dataset (IMNID) that seamlessly integrates data tracking and monitoring tools.
We seek dedicated and detail-oriented Data Quality Officers to support the integrity and accuracy of data within our system. This role involves tracking, reviewing, and improving data quality, ensuring seamless integration of neonatal and maternal data using an Integrated Maternal Neonatal Inpatient Dataset (IMNID) data tracking and monitoring tools. Considering the rollout program by the ministry, the data quality officer shall work on supporting and use of data from EMR-based systems and linking it with IMNID. The task also involved providing on-site training to enhance data management practices. The officer will also conduct health facility assessments, oversee baseline, midline, and endline data collection, and analyze data for action. The data quality office will also promote data for action, working mainly with quality improvement and clinical teams. Base at the selected hospital (Hub) and work closely with staff at labor and delivery (L&D), neonatal intensive care (NICU), kangaroo mother care (KMC), and HMIS, as well as hospital management.
Beyond the Hub hospital, the data quality officer shall also support five hospitals attached to it in a hub and spoke model, with the spokes ranging from 4 to 5
Collaborate with the SLL360 evaluation and program coordinator to plan and implement study activities at the site level.
Support quality improvement activities and QI projects with data needs
Help support and facilitate digital health and digital learning programs that help in decision making
Visit the L&D, NICU, and KMC units to support data collection on SLL360-relevant indicators from patient charts, registers, and logbooks.
Provide hands-on support to L&D, NICU, and KMC unit staff, ensuring accurate and complete data recording and reporting.
Ensure availability and proper use of patient charts (EMR), registers, and logbooks by hospital staff.
Verify collected data by cross-checking entries against patients admitted in L&D, NICU, and KMC units.
Ensure relevant data entry daily in an electronic data collection form/device and submit it to the Ministry of Health.
Operate facility data through web-based linkage for efficient and centralized data management.
Work closely with hospital staff, ensuring that all staff are trained to use the data source effectively.
Demonstrate high professionalism to ensure the generation and use of high-quality data for SLL360-relevant indicators.
Review and Report daily performance from health facilities, attend routine team meetings, and regularly communicate with the SLL360 evaluation coordinator.
Facilitate health facility assessments and oversee baseline, midline, and endline data collection to analyze trends and inform decision-making.
Identify and resolve challenges in collaboration with other team members and the SLL evaluation coordinator.
Execute other tasks as assigned by the SLL360 National data manager, track leads, and evaluation coordinators.
Education and qualification
Bachelor’s degree or higher in Health Informatics, Public Health, Statistics, Data Science, Health Information Systems, or a related field.
Strong data management skills, with experience of 2 years in data aggregation and visualization.
Familiarity with data use software for tracking and analysis.
Experience with health facility assessments and electronic medical records (EMR).
Demonstrated expertise in quality planning, improvement, and assurance activities
Demonstrated experience in training facilitation
Desired Skills:
Generate reports from dashboards and provide refresher training or support to HMIS units in their hub and spoke facilities.
Strong data management skills, with experience in data aggregation and visualization.
Familiarity with data use software for tracking and analysis of data.
Experience working on HMIS using DHIS2/ DHIS2 Tracker or similar tools
Ability to analyze data for action and contribute to program improvements.
Experience in health facility assessments and electronic medical records (EMR).
Excellent communication and teamwork abilities.
Ability to work independently while also being a strong team player.
Passionate about data accuracy and healthcare improvement.
Additional Qualifications:
Experience in health informatics and digital health, and HMIS activities.
Strong understanding of data governance and security best practices.
Prior experience working on public health or healthcare software projects.
Soft Skills:
Strong problem-solving and analytical skills.
Ability to manage multiple tasks and projects simultaneously.
Excellent communication and stakeholder engagement skills and ability to train and support non-technical users on digital health tools.
Fluency in Oromiffa and English is necessary.
