Job Description
Staff members are required to strictly follow the safety regulations policy. Personal Protective Equipment (PPE) must be worn at all times when working in hazardous areas. Any potential hazards should be reported immediately to supervisors or safety officers to prevent accidents. A collaborative approach is essential in maintaining a hazard-free worksite by ensuring the area remains organized, and equipment and materials are stored safely.
The HR Specialist - Learning & Development is responsible for designing, implementing, and managing training programs to enhance employee skills and professional growth. This role focuses on identifying organizational training needs, developing learning initiatives, and facilitating programs that improve performance and align with business objectives. The HR Specialist will collaborate with managers to ensure relevant contents are included in each initiative and will monitor the effectiveness of training programs through evaluations, and different feedback collection mechanisms. Additionally, they will help drive a culture of continuous learning and career development within the organization
Scope of Role:
Reports to: Head of HR

Assess and analyses gaps and plan different development programs together with section leads
Develop and manage training programs for construction skills, safety, and leadership development.
Facilitates ongoing education on industry regulations and new technologies.
Facilitates training sessions for both management and field employees.
Manages the overall performance management system and reviews its effectiveness
Analyse the performance results and propose initiatives to meet different requests
Coordinates certification programs for heavy equipment operators, electricians, and other specialized roles.
Prepares different team-building programs so that each team members work harmoniously
Tracks employee progress and work on staff development
Communication and Networking
Act as the primary point of contact for any Learning and development-related communications
Regularly communicate with managers and team leaders to identify needs and align programs with organizational goals.
Develop and distribute communications regarding upcoming training programs, and development initiatives to ensure employee engagement.
Engage in post-training communication with participants to gather feedback and adjust future programs based on their input.
Establish, and maintain relationships with external vendors, consultants, and educational institutions to source training materials and opportunities.
Promote a culture of continuous learning by communicating the benefits of development programs and encouraging participation through internal channels.
Reporting
Prepare and present reports on the effectiveness of training programs, including participant feedback, learning outcomes, and performance improvements.
Track and report on the costs of training programs, ensuring they align with the department's budget and making recommendations for cost-effective improvements.
Ensure all mandatory trainings are completed on time and report these results to relevant stakeholders.
Provide regular updates to senior management on the progress and ROI of learning and development initiatives
Track & report the overall performance management system effectiveness and propose possible initiatives

QUALIFICATIONS
Bachelor’s degree in human resources, Business Administration, or related field with 4-5 years of relevant experience
EXPERIENCE AND SKILLS
Prior experience in human resources, specifically in learning and development, & training coordination,
Experience in designing, implementing, and evaluating training programs and learning initiatives.
Experience managing multiple projects simultaneously, with the ability to meet deadlines and budget constraints.
Familiarity with analysing training metrics and outcomes to assess program effectiveness.
Excellent verbal and written communication skills
Ability to build relationships and collaborate with employees at all levels of the organization.
Flexibility in adjusting training programs to meet the changing needs of the organization and its employees.
Strong analytical and problem-solving skills to identify training needs and develop effective solutions.
