Job Description
We are seeking a Deputy Program Coordinator WASH for support to mission Programming and support on opening of our base in Gojam.
With support from, and supervision by the Surge Program Coordinator, the Deputy Coordinator contributes to the provision of technical support to SI’s WASH mission in Ethiopia, carrying out monitoring, assessment, and evaluations of needs in current and new areas of intervention, ensuring the quality of SI’s technical interventions, and representing SI in local and national forums as required. The Deputy Coordinator plays an incremental role in leading emergency WASH response, including planning, conducting technical assessment and launching emergency activities. This may require field deployment.
Project Management
With the Program Coordinator, help ensuring the technical relevance, cost-efficiency, and quality of SI’s WASH projects.
Support the field offices to identify equipment, supply, and service needs for WASH projects, and work with Logistics, Grants, and Finance teams to ensure timely procurement and delivery.
Analyse programme information gathered from projects and recommend ways to strengthen and improve SI’s WASH interventions.
Help ensuring WASH contributions to SI reports, evaluations, and assessments.
Develop tools and provide trainings to field teams to ensure the quality of implemented projects.
Collect and review project activity tracking reports from field offices and use the data to help prepare high quality activity and progress reports.
In case of emergency, the Deputy Coordinator may be asked to be deployed to conduct quality technical assessment and launching of the response.
Technical support and operational monitoring
Plan and carry out WASH programme support missions to operational areas, and report back on findings – as well as providing specific recommendations – to operational teams and management.
Support the development and dissemination of Standard Operating Procedures for WASH activities.
Provide technical research and specifications for Wash activities, including guidance on standards and regulations.
Help setting objectives and target indicators for SI’s WASH programmes, and help updating them when necessary.
Support SI’s PMs and other technical staff to conduct WASH task and resource planning.
Provide support to the field teams to implement rapid emergency response activities when required.
Suggest new projects or program directions to help keep SI responsive to the changing needs of target populations.
Ensure accountability to local communities and beneficiaries of Solidarites International projects
Help ensuring that Government partners at all relevant levels are appropriately informed and engaged in project implementation, and that SI’s relationship with Government agencies remains constructive and beneficial.
Strategic Orientation
Take part in the development and implementation of SI’s technical and programmatic strategy in Ethiopia
Participate in humanitarian needs identification and in the design of appropriate activities to address these needs in targeted communities.
Support the development of new project ideas, concept notes, and funding proposals.
HRM
Implement training related to operational requirements WaSH and the identified training needs
Reporting / Communication / Representation
Participate in WASH sector working groups, the humanitarian Cluster coordination processes, and other information networks and exchange platforms – both nationally and internationally, as appropriate.
Collect, assess, and disseminate WASH information both externally and internally (the latter directed towards SI WASH team members at field offices).
Help ensuring that SI’s WASH project files are complete and regularly updated with reporting, monitoring, and communications information.
Studies: BA degree in Water Engineering or a related field from an accredited academic institution.
Experience: 4-5 years related work experience in the humanitarian sector of which 3-4 years in similar positions
Solid experience gained in Wash emergency response design, including BOQ and specification preparation
Experience in Cholera outbreak response experience is an asset
Experience in Social & Behaviour Change Communication on Hygiene promotion is an asset.
Languages: English/Amharic proficiency is mandatory Tigrigna is an asset
