Job Description
Position: Monitoring and Evaluation (M&E) Specialist
Location: Addis Ababa, Ethiopia
Organization: ACT American College of Technology
Employment Type: Full-time, Contract
Duration: One year with the possibility of extension

We are seeking a highly skilled and proactive Monitoring and Evaluation (M&E) Specialist to lead the design and implementation of robust M&E systems across our programs. The M&E Specialist will play a central role in measuring the effectiveness and impact of our interventions, ensuring data quality, and supporting evidence-based decision-making.
Develop and refine M&E frameworks, tools, indicators, and data collection methodologies.
Oversee the implementation of M&E plans across all program activities.
Conduct and manage baseline, midline, and end line evaluations.
Analyze quantitative and qualitative data and produce high-quality reports for internal and external stakeholders.
Build the M&E capacity of staff through training and ongoing support.
Lead on learning and adaptive management efforts, facilitating periodic reflection sessions.
Ensure compliance with donor requirements and international M&E standards.
Master’s degree in Monitoring and Evaluation, Economics, Development Studies, Statistics, Public Policy, or a related field.
Minimum of 5 years of experience in M&E, with at least 2 years in a specialist or senior M&E role.
Proven experience in designing and operationalizing M&E systems in development or humanitarian programs.
Strong skills in data analysis and visualization using tools such as SPSS, STATA, Power BI, or R.
Familiarity with digital data collection platforms (e.g., Kobo Toolbox, CommCare, Survey CTO).
Excellent writing and communication skills with experience producing donor-level reports.
Ability to work effectively with diverse teams and partners.
Preferred:
Experience working in [in sectors, e.g., education, health, agriculture, governance, Humanitarian, Development].
Knowledge of [donor(s), e.g., Mastercard foundation, World bank,UN agencies] M&E frameworks and reporting standards.
