Project HOPE is an international NGO established for more than 65 years with 500+ engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. Tufts University is a research university dedicated to the creation and application of knowledge and has decades of experience collaborating with USAID to conduct vital global research and to implement critical development activities related to human and veterinary medicine, One Health, nutrition, disasters and humanitarian response, agriculture, economic development, and more.

The Health Security Activity (HSA) is a five-year USAID-funded initiative implemented by Project HOPE Ethiopia and consortium members, including Tufts University. Covering the Amhara, Afar, and Tigray Regional States, HSA aims to reduce the impact of infectious disease outbreaks by building resilient One Health surveillance, diagnostics, and workforce development capacities. The Senior One Health Workforce Development Advisor plays a pivotal role in enhancing One Health workforce capacities across the targeted regions, ensuring trainees and professionals have expertise to prevent, detect, and respond to health emergencies of national and international concern through strategic oversight and technical expertise.
The Senior One Health Workforce Development Advisor will provide strategic and technical support to strengthen One Health workforce development capacities under IR3 (One Health Workforce Development Capacity Enhanced). This role involves overseeing the implementation of workforce capacity strengthening activities across human, animal, and environmental health sectors, coordinating with regional and woreda-level officers, developing training and educational initiatives, and ensuring effective data management and reporting systems are in place.
Develop and implement One Health workforce development strategies aligned with IR3 objectives and MEL indicators.
Support the development and implementation of the annual IR3 workplan and ensure alignment with national and regional workforce development strategies.
Coordinate with Regional workforce development officers to ensure cohesive execution of One Health training and education, professional development, networking, and research activities across HSA regions.
Facilitate collaboration between human, animal, and environmental health sectors to enhance One Health workforce development efforts.
Strengthen partnership with universities through the Ethiopian One Health University Network (EOHUN), in OH workforce development and joint programming.
Identify challenges and obstacles impacting IR3 project area implementation and present them to the DCOP, COP, and Tufts University staff for solutions.
Collaborate with Tufts University faculty to oversee and review technical workforce development reports, ensuring they meet quality standards and are submitted in a timely fashion.
Develop and facilitate One Health skills-building training programs (epidemiology, data analytics, public health emergency management, etc) for university students and professionals across the One Health sectors, including Community Health Workers (CHWs) (HEWs and CAHWs)
Develop and implement hackathons, webinars, and podcasts that provide engagement opportunities for students and in service personnel
Collaboratively develop an annual Ethiopia One Health Conference
Coordinate with university leaders across HSA Regions on the continued development of the EOHUN
Plan and implement workshops and seminars to share best practices, innovations, and lessons learned in One Health workforce development in Ethiopia.
Ensure timely and accurate data collection, management, and reporting through digital HSA tools.
Work with Tufts University faculty to develop research and intervention studies focused on zoonotic disease transmission and prevention
Develop and implement a One Health Diplomacy Fellowship that partners Academia with in-service professionals to tackle One Health challenges and One Health Leadership Academy for One Health policy and systems leadership, strategic visioning, and professional leadership during crises
Engage One Health workforce members in coordinated joint surveillance and outbreak investigation and response force at their localities, as needed
Develop, in collaboration with One Health professional associations, a One Health Human Resource Information System to track and engage One Health professionals for infectious disease response and research efforts
Collaborate with government stakeholders to establish a steering committee or core leadership team to strengthen or develop Regional One Health Task Forces in HSA Regions
Maintain data integrity and confidentiality in accordance with Project HOPE and USAID guidelines and local regulations.
Provide technical guidance on the development and implementation of workforce development programming, including university-based and online One Health training programs, establishing One Health Core Competencies, curriculum development, continuing professional development (CPD) and collaboratively develop proposals for new graduate-level educational programs (MSc, MPH, etc.)
Organize virtual Communities of Practice (vCOP) to provide a platform for experience sharing, skills building, collaborative problem solving and knowledge creation in remote learning
Promote community outreach programs on zoonotic diseases, AMR prevention and control
Represent the project in national and regional technical working groups, networks, and capacity development forums related to One Health and workforce development.
Support development of key performance indicators (KPIs) to track progress, identify areas for improvement, and adjust strategies based on data analysis.
Conduct other activities as advised by the DCOP, COP, and Tufts University faculty to support project objectives and ensure successful implementation.
A degree in Medicine (MD) or Veterinary Medicine (DVM) or Health Sciences and a Master’s or doctorate degree in public health, epidemiology, or relevant technical field and at least eight years of progressively responsible experience in One Health, Animal Health, Public Health, Epidemiology or other related field.
Minimum of 8 years of progressive experience in Academia, workforce development, public health programs, or One Health initiatives.
Strong leadership and coordination abilities.
Proficient in data analysis and familiar with digital tools
Excellent communication and interpersonal skills.
Ability to work collaboratively with diverse stakeholders, including government officials, community members, and international partners.
Fluency in English is required; proficiency in Amharic is preferred
