Job Description
ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063.
The mission will be guided by ECA's five strategic directions which are: advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues. Most of the functions of these positions are located in the Regional Integration and Trade Division (RITD) They encompass various sub-functional specialties in budget management and financial analysis.
The Associate Finance & Budget Officer usually reports to the Programme Management Officer in the Office of the Director.
Within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties: Medium-term plan:
• Reviews, analyses and finalizes the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of Project Management body.
• Provides advice and support to relevant expert bodies in their review of the medium-term plan and its revisions;
• Ensures project agreement are accurately translated into programme budgets. Budget preparation:
• Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) programmatic aspects; (b) ensure compliance with the programme plans.
• Reviews and analyses programme budget/financial implications to the Project
• Assists managers in the elaboration of resource requirements for budget submissions.
• Provides support to relevant Project processes. Budget administration:
• Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors budget implementation and recommends reallocation of funds as necessary.
• Monitors expenditures to ensure that they remain within authorized levels.
• Reviews and ensures (a) correct objects of expenditure have been charged, and (b)availability of funds.
• Monitors extra-budgetary resource, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Assists in the preparation of budget performance submissions.
• Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
• Assists in providing substantive support to project steering committee. General:
• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with Steering Committee recommendations and decisions;
• Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
• Performs other related duties, as assigned.
Education
An advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, finance or related fields is required.
A first-level degree (Bachelor’s degree or equivalent) specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Successful completion of both degree & non-degree programs in the data analytics, business analytics or data science programs is an advantage.
Work Experience
A minimum of two years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
Experience simultaneously working with multiple internal and external clients and stakeholders as a finance and budget service provider is required.
Experience in supporting senior management in presenting budget proposals and reporting to project bodies is desirable.
Experience working in an executive office setting in the United Nations or similar international organization is desirable.
Two year or more of experience in data analytics or related area is desirable.
Language
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
