The Health Security Activity (HSA) is a five-year USAID-funded initiative implemented by Project HOPE Ethiopia and consortium members. Covering the Amhara, Afar, and Tigray Regional States, HSA aims to reduce the impact of infectious disease outbreaks by building resilient One Health surveillance, diagnostics, and workforce development capacities. The Regional Laboratory/AMR Coordinator plays a crucial role in supporting the implementation of IR2 (Subnational AMR Diagnostic Capacity Strengthened) within their designated region, ensuring effective AMR surveillance activities, and strengthening collaboration with regional public and animal health bureaus/laboratories and other stakeholders.
The Regional Laboratory/AMR Coordinator will oversee and support the implementation of all AMR-related project activities within their respective region (Tigray, Amhara, or Afar), manage laboratory and AMR teams, coordinate with regional public and animal health bureaus and regional laboratories (human and veterinary), ensure alignment with IR2 objectives, and reports directly to the Regional Manager. This role requires strong technical expertise in antimicrobial resistance (AMR) programs, strategic planning and project management, and effective communication to enhance AMR diagnostic capacities in the regional context.
The specific duties to be carried out by the Regional Laboratory/AMR Coordinator are:
Facilitate the development and implementation of AMR surveillance strategies aligned with IR2 objectives.
Provide technical guidance to ensure high-quality AMR surveillance and diagnostic activities.
Coordinate with regional public and animal health bureaus and laboratories to integrate AMR activities with regional health priorities and strategies.
Support identification and confirmation of supported laboratories in collaboration with EPHI and MoA.
Facilitate engagement with selected laboratory senior management to enable timely assessments.
Support assessments using Microbiology checklists to characterize current AMR surveillance operations in selected laboratories.
Facilitate development and execution of site-specific laboratory-based AMR surveillance roadmaps in collaboration with laboratory leadership.
Facilitate the procurement and deployment of equipment and supplies to enhance AMR diagnostic capacities.
Support design and facilitation of training programs, including Training of Trainers (ToT) sessions, to address identified gaps in AMR programs as per the project work plan. Collaborate with local organizations to design and deliver training programs.
Organize workshops and seminars to disseminate best practices, innovations, and lessons learned in AMR surveillance and stewardship.
Support development, and facilitate introduction, of Standard Operating Procedures (SOPs) for AMR detection and integrate them into laboratory workflows.
Ensure timely and accurate data collection, management, and reporting of AMR surveillance data through digital tools.
Analyze AMR surveillance data to identify trends, and areas requiring intervention, and prepare comprehensive reports for the Regional Manager and other stakeholders.
Maintain data integrity and confidentiality in accordance with Project HOPE and USAID guidelines and local regulations.
Provide technical guidance on the development and implementation of AMR surveillance protocols and tools.
Promote the use of digital tools and technologies to enhance AMR surveillance efficiency and effectiveness.
Support development of key performance indicators (KPIs) to track progress, identify areas for improvement, and adjust strategies based on data analysis.
Conduct other activities as advised by the Regional Manager to support project objectives and ensure successful implementation.
Master’s degree in laboratory sciences, Public Health, Epidemiology, or a related field.
At least 6 years of progressive experience in laboratory services, AMR programs or disease surveillance within public/animal health program management.
Strong technical expertise in antimicrobial resistance (AMR) programs, laboratory support and disease surveillance.
Excellent leadership and strategic planning abilities.
Proficient in data analysis and familiar with digital surveillance tools (e.g., GLASS, ATLASS).
Excellent communication and interpersonal skills.
Ability to work collaboratively with diverse stakeholders, including government officials, laboratory staff, and international partners.
Fluency in English is required; proficiency in Amharic, Tigrinya, or Afar is preferred.
Familiarity with One Health approaches and integration across human, animal, and environmental health sectors.
Technical expertise in laboratory-based surveillance systems and digital health tools.
