Job Description

The objective of the assignment is to obtain the services of a qualified procurement and contract Management Specialist who will be in charge of procurement and contract management work for 3R-4-CACE project at the FPCU; including supporting the procurement and contract administration activities of the beneficiary woredas.

Duties & Responsibilities:

The Procurement and contract Management Specialist among others will have the following duties and responsibilities:-

  1. Participate in overall planning, management, and monitoring of procurement activities of theproject by handling each phase of the procurement cycle as per The World Bank’s Procurement Regulations for IPF Borrowers”, dated July 2016, revised November 2017, August 2018, November 2020 and September 2023 (recent edition).

  2. Preparation of SPN, REOI, bidding documents and Request for Proposals (RFP) as per /or that is consistent with World Bank standard Procurement documents (SPD) and RFP and closely follow up next procurement steps and ensure timely accomplishment of the process to avoid delays.

  3. Consolidate and Prepare the Procurement Plan and add activities in STEP considering envisaged Implementation time and considering the recent and reliable cost estimate for each procurement method and ensure that the consolidated project procurement plan is updated and maintained.

  4. Monitor, supervise and participate (as needed) in the collection of data and preparation of technical specifications (in consultation with the project office) for the proper purchasing of services, works and goods needed for the project through Performa and /or shopping.

  5. Prepare, publish and float invitation of bids for the procurement of works, goods and non-consulting services and Request for Expressions of Interest (REOI) for consulting services as per the Bank’s procurement guidelines.

  6. Participate in shortlisting of consulting firms, evaluation of bids, evaluation of technical proposals and financial proposals and ensure that all processes are carried  out as per the provision of the World Bank’s new procurement framework.

  7. Participate and provide support throughout the procurement process including bid opening, evaluation of bids, contract awarad, contrat document preparation, and contract administration.

  8. Develops contracts for goods, works and services in collaboration with the other procurement staffs based on the bid outcomes, agreed procurement procedures of the project and established language standards.

  9. Reviews contract drafts for accurate information and compliance with laws, policies and procedures, and alignment with best practices.

  10. Works with stakeholders to make necessary contract revisions, amendments, and modifications.

  11. Monitoring and evaluate contract implementation risks and ensure effective  management and mitigation measures are taken, including assigning responsibility  for their enforcement.

  12. Disseminate WB Guidelines, project contract management manuals and standard  bidding documents/RFPs for procurements of works, goods and consultancy services.

  13. Ensure the STEP system is used to track and monitor the procurement activities of the project.

  14. Establish and implement contract monitoring and supervision system of the project to regulate the overall Project Management and Implementation related to Capacity Building.

Job Requirement

  • Education Level:B.Sc/M.Sc degree or higher from reputable and recognized University Preferably in Purchasing and Supply Management, Civil or Construction/Technology Management, Accounting, Management, Business Administration, Economics, and orther related field of study.

  • Work Experience:At lest 10/8 years relevant experience. At least 5 years of work relevant experiene in Government of Ethiopia/ WB financed projects of high valu goods, works & consultancy Services.

Salary:  Negotiable based on the Government’s Salary Harmonization manual

Contract: one year contract, with possible extension upon satisfactory performance of the consultant.

Remunerations: Negotiable / dependent on qualifications and experience.
