Women Empowerment Action (WE-Action) is a feminist women's rights organization that has been operating across various regions in Ethiopia, including Amhara, Oromia, Southern Ethiopia, Central Ethiopia, and Tigray, for the past 30 years. WE-Action has four strategic goals: combating gender inequality, promoting gender-equitable and sustainable livelihoods, ensuring protection and lifesaving support, and achieving organizational excellence.
WE-Action is currently seeking to hire a competent, qualified and interested candidate for the position of PHP Officer who will be responsible for the implementation of "Women at the Center: Enhancing SGBV Response in Crisis-Affected Communities (South Sudan, Ethiopia, Somalia, Burkina Faso and Chad)" projects which is funded by Global Affairs Canada (GAC) through Oxfam.

I. Description of the position

  • Position: Public Health Promoter (PHP) Officer

  • Duty Station: Raya Kobo, Amhara

  • Reports to: Project Coordinator

  • Salary: As per the organization's scale

  • Number of positions: One (1)

  • Employment Type: Full time

  • Duration: One year with possibility of extension based on performance and availability of funds

General Duties and Responsibilities

The PHP Officer will work directly with local communities to promote good hygiene standards. This includes training mobilizers and key community members on health promotion and disease prevention.

Key Responsibilities:

Programming

  • Supervise the selection of the materials, equipment, and resources for the public health/hygiene promotion and community participation activities with suitable technical specifications and assuring quality.

  • Contribute to the development of culturally appropriate relevant IEC (Information Education and Communication) materials based on the project context.

  • Conduct training for water management committees, community health volunteers and health extension workers staff on context relevant and culturally appropriate IEC material for promoting key public health practices.

  • Participation in the preparation, planning and performance of the health and hygiene promotion and community participation activities of the project.

  • Supervise NFI distribution in coordination with other local authorities.

  • Ensure that PHP activities take gender and protection issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision making around PHP issues.

  • Ensure that all technical work reflects the needs and preferences of different target groups of conflict affected IDP at concentration center and integrated within the host community;

  • Responsible to monitor water quality at public distribution points of the project intervention area on the possible source/s of contamination and recommendations.

Co-ordination and Networking

  • Liaise closely with the project PHE/WASH and protection team throughout the planning, design and implementation stages of public health activities.

  • Coordinate with all project collaborating agency on the results of the water Quality Monitoring.

  • Coordinate hygiene promotion and community (mobilization, participation and engagement) activities with the other agencies, local partner and actors carrying out similar activities.

Monitoring and Evaluation:

  • Supervise/Lead Public Health Promotion assessments in coordination with the PHE/WASH Officer.

  • Assess emergency needs, as requested, especially taking in the broader perspective of Public Health.

  • Define indicators and ensure the collection of data and statistics and implement monitoring systems to supervise and evaluate the impact of the health and hygiene promotion activities.

  • Contribute to regular program activity reports, donor reports, and new proposals narratives/budgets when required.

  • Contribute to reviews, learning events, surveys at project locations in coordination with the MEAL team.

  • Monitor the capacity of government partners and community mobilization activities by community health volunteers for quality assurance and prepare review reports with recommendation for continuous quality improvement in collaboration with MEAL team.

Operational:

  • Support PHE/WASH officer in providing technical support to all project related to public health promotion in his/her lead role in planning, designing, implementation, monitoring and evaluation to ensure high quality programs.

  • Support through providing technical support on designing and implementation.

Training/Capacity Building:

  • In close collaboration with the PHE/WASH Officer, undertake regular field visits to each construction site through coaching and support supervision.

  • Provide technical capacity building to PHE/WASH team and community members during, monitoring and evaluation of project activities.

  • Supporting development and standardization of program workplans, implementation tools and reporting templates.

  • Ensure that the government sector and water management committees, community health volunteers and health extension workers are fully aware of the public health promotion strategy of this project and all PHP activities are in line with strategy activities.

  • Coordinate and co-facilitate all planned training activities with water management committees, community health volunteers and health extension workers, other partnering organization and woreda and kebele level personal involved at public health promotion and mobilization tasks in the host community.

  • Plan and carry out informal and formal training sessions to water management committees, community health volunteers and health extension workers and evaluate the impact of these sessions.

  • Provide constructive feedback to water management committees, community health volunteers and health extension workers for learning and development.

  • Implement WE- Action compliances to Core Humanitarian Standards (CHS) and develop communities capacity accordingly.

  • Gather feedback and complaints on any concerns of the safe space and formally document and report back to field offices with a confidential and secure manner.

III. Job Requirement

  • Master of Public Health /BSc in Environment Health Science, Public Heath, Health Officer, or related fields that can added value to the post.

  • At least Five years of post-qualification experience in community-based Public Health Promotion projects.

  • Proven hands-on expertise in various techniques of hygiene promotion and AWD (Acute Watery Diarrhea) preparedness/response.

  • Experience in developing training materials and strong training skills. Knowledge of and experience with community-based interventions using participatory methodologies

  • Health Education Knowledge: Understanding of health education principles and techniques to effectively educate and motivate communities.
