Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.
The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.
The Product Implementation Manager for the Dagu platform leads the national and regional rollout of Ethiopia’s digital logistics management information system (LMIS), supporting improved visibility, traceability, and performance of health supply chains. The incumbent ensures that Dagu is effectively deployed and adopted across facilities and warehouses, integrated with national logistics processes, and contributes to real-time data availability for stock and inventory management. This role requires strong engagement with government entities such as EPSA and the MOH, in addition to coordinating with implementing partners, warehouse personnel, and facility logisticians. The ideal candidate has robust experience in digital logistics systems, government coordination, and user training, and is passionate about driving innovation to strengthen public health supply chains
Lead regional and national deployment planning of the Dagu LMIS platform, in coordination with EPSA, MOH, RHBs, and implementing partners.
Conduct end-user engagement, systems needs assessments, and facility-level readiness evaluations to inform implementation planning.
Oversee system setup, configuration, and validation to align with national supply chain protocols, inventory workflows, and data reporting requirements.
Organize and facilitate user training, capacity building, and post-implementation mentoring for store managers, warehouse personnel, and regional logistics teams.
Ensure integration of Dagu with other digital platforms (e.g., DHIS2, EMRs, eCHIS) and promote interoperability and unified data flows.
Monitor system adoption, data completeness, and transaction volumes, identifying challenges and mobilizing technical support for resolution.
Document and share implementation progress, use cases, and feedback from users and stakeholders to guide iterative improvements.
Act as the principal link between field implementers, MOH/EPSA technical teams, and system developers to facilitate responsive enhancements.
Bachelor’s or Master’s degree in Supply Chain Management, Health Informatics, Public Health, or related field.
At least 5 years of experience supporting digital systems implementation in health supply chains or logistics systems.
Familiarity with Ethiopia’s supply chain institutions, including EPSA, and facility-level logistics operations.
Demonstrated experience coordinating with government, donors, and partners on system rollout activities.
Strong project management, training facilitation, and systems thinking skills.
Experience with LMIS, logistics dashboards, or inventory management systems is an advantage.
