Job Description
Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.
The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.\
The Health Data Analyst is responsible for generating actionable insights from Ethiopia’s growing digital health ecosystem, including data from EMRs, DHIS2, LMIS/Dagu, and eCHIS. This role supports evidence-based decision-making by analyzing trends, generating performance reports, and identifying data gaps that impact service delivery or supply chain performance. The analyst works closely with monitoring and evaluation (M&E) teams, program leads, and system implementers to ensure high-quality, timely, and relevant data is accessible to health managers and policymakers. The ideal candidate is technically skilled, curious, and able to communicate complex information in accessible ways to diverse audiences.
Collect, clean, transform, and analyze data from digital health platforms to support monitoring, planning, and decision-making.
Produce regular reports, statistical summaries, and visual insights to highlight programmatic performance and system usage trends.
Identify anomalies or data quality issues and collaborate with field teams to understand and correct root causes.
Support data triangulation across systems (e.g., comparing EMR and DHIS2 outputs) to enhance data validation and completeness.
Respond to ad hoc data requests from stakeholders and produce rapid analyses as needed for program reviews or stakeholder meetings.
Build analytic tools or templates (e.g., Excel dashboards, scripts) to automate recurring data analysis tasks.
Conduct training and mentorship for MOH and regional staff in interpreting data outputs and applying them to program improvement.
Contribute to documentation of data sources, metadata, analytic methods, and data quality assurance processes.
Required Qualifications:
Bachelor’s or Master’s degree in Public Health, Biostatistics, Health Informatics, or related field.
At least 3 years of experience in health data analysis, ideally in digital health or public sector projects.
Proficiency in Excel, DHIS2 analytics, SQL, and statistical tools such as R, Stata, or Python.
Familiarity with Ethiopia’s health information systems and data landscape is strongly preferred.
Strong written and oral communication skills in English and Amharic.
