Job Description
Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.
The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners.
Position Summary:
The Data Visualization Specialist plays a critical role in transforming complex health data into intuitive, insightful, and user-friendly visual products that support evidence-based decision-making at national, regional, and facility levels. Working across digital platforms such as DHIS2, EMRs, eCHIS, and LMIS/Dagu, the specialist develops interactive dashboards, automated reports, and tailored visualizations that make key trends and indicators easily interpretable by health managers, policymakers, and implementing partners. This role demands both technical proficiency and strong communication skills to ensure that visuals are contextually relevant, accurate, and actionable. The ideal candidate is creative, detail-oriented, and skilled at bridging the gap between data systems and decision-makers.
Design and develop dynamic dashboards and visual tools using platforms such as Power BI, Tableau, DHIS2, Metabase, or open-source solutions.
Integrate data from multiple digital health sources (e.g., HMIS, LMIS, EMRs, eCHIS) into unified visual outputs tailored to user needs.
Collaborate with program teams, M&E staff, and health officials to define key performance indicators and visualization requirements.
Conduct usability testing and iterate visual products based on user feedback to improve clarity, relevance, and impact.
Develop automated data pipelines and visualization workflows to reduce manual effort and enhance timeliness of reporting.
Ensure visuals adhere to data governance, privacy, and security protocols, and promote consistency in formatting and interpretation.
Support training and capacity building for MOH and RHB teams in data visualization best practices and tool usage.
Maintain technical documentation, style guides, and SOPs for all dashboards and visualization products to support scalability and sustainability.
Contribute to storytelling and communication efforts by producing compelling visuals for reports, donor updates, and high-level policy briefs.
Bachelor’s or Master’s degree in Data Science, Public Health, Computer Science, or related field.
Minimum 3 years of experience in data visualization or business intelligence.
Strong portfolio of dashboard products and familiarity with Ethiopia’s health data ecosystem.
Proficiency in at least one visualization tool and experience with SQL or data wrangling tools.
Excellent collaboration and communication skills.
