Job Description
Overall responsible for the correct planning, implementation and monitoring and management of the supply chain activities and sections (Order Processing, Procurement, Warehouse and Transport and Customs) at coordination level, in accordance with MSF protocols, standards and procedures in order to contribute to an efficient running of the mission.
Managing the supply sections at coordination level: Order Processing, Procurement, Warehouse (log and med), and Transport and Customs departments
Defining objectives of the supply sections under his responsibility, according to the global supply strategy and making sure that objectives of the different departments are in line
Planning, coordinating and supervising the daily activities of the Supply sections at coordination level and defines their level of priority. Implementing the adequate tools and procedures defined by the Supply Chain Coordinator
Evaluating the workload of each department and the performance of the different sections and reporting the evolution to the Supply Chain Coordinator, proposing re-dimensioning where necessary
Coordinating communication lines and functional links between the Supply departments and other departments (Finance, Medical and Logistics departments)
Ensuring good communication process and satisfactory levels with the projects
Ensuring a smooth running supply administration and the respect of the implemented supply procedures. Proposing adjustments where needed
Evaluating the HR set-up related to supply (team sizes, JD, organigrams, division of tasks and responsibilities), manages the different supply teams in the coordination and participates in the selection, the follow-up (training-coaching) and evaluation of the staff under his/her supervision
MSF Section/Context Specific Accountabilities
Market Assessments
Regularly assess Bachuma, Mizan and Jimma markets to update suppliers, determine the most relevant prices, etc.
Establish long-term relationships with key suppliers based on MSF's purchasing conditions and encourage them to deliver to Mizan.
Local and International Purchasing Management
Conducts the entire local/international purchasing process, in accordance with MSF procedures.
Determines and plans all fixed monthly purchases to be made in accordance with the current treasury request and, with the supervisor, determines the priority items and suppliers to contact. For technical equipment (mechanical, electrical, construction, WASH, etc.), seeks the advice of the requestor or any other MSF technical department.
Ensure the efficient operation of daily supply activities for the Project, as defined by the line manager and in accordance with MSF standards, protocols, and procedures.
Under the supervision of the LTL/LogCo/SupplyCo, shares and receives international orders for the project.
Plan and supervise the efficient execution of all activities related to the transport of medical and logistical local and international supplies to the field.
Plan and supervise the execution of warehouse activities and emergency stock management within the capital warehouse and the project stock in the field.
Ensure sufficient stock levels for the efficient operation of the supply chain and avoid stockouts, losses, and surpluses.
Control and monitor non-medical stocks and goods, and ensure proper storage conditions for medicals items.
Reporting
Regularly reports to his/her supervisor on the progress of purchases;
Immediately informs their supervisor of any situation requiring their intervention.
Completes the IR and PO tracking Excel sheet daily and submits a weekly and monthly activity report to the supervisor.
Education: Essential degree and specialization in Logistics/Supply Chain.
Experience: • Essential in supply chain management (minimum 2 years) and in organization of supply administra-tion and procedures..
• Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits in accordance to the nature of the project).
Language: Essential English and Knowledge of other local language.
