About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 15 Regional Offices, Zonal Branches and District/Woreda Branches, Woreda Red Cross Committee and Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.

Job Title: Senior Relief Officer
Work Unit: - Disaster Risk Management Department
Reports to: -Emergency Preparedness and Response (EPR) Division Manager
Terms of employment: - Contract for one year ((renewable based on performance and funding)
Place of Work: - Addis Ababa
Salary: - As per organizational scale
The Ethiopian Red Cross Society (ERCS) is seeking a highly motivated and experienced Disaster and Relief Response senior officer to enhance its capacity in Relief Response practices as part of its Emergency Preparedness and Response Engagement. The primary professional role of the coordinator will be to strengthen the relief repose practices including developing strategic planning, smooth partnership with stakeholders, proactive communication at all levels, and ensuring timely and effective relief response/ implementation. In addition, he/she will be accountable for quality operation and situation reports, logistic arrangements, and field-level coordination. Furthermore, the coordinator is responsible for representing the NS at different planforms, capacitating staff and volunteers, developing project management tools, and ensuring task delivery in line with ERCS quality principles and standards, donor guidelines, and best practices in DRM. The role requires strong technical expertise in relief response and practical field experience in the field he/she is competing for.
Strengthening technical capacity of the NS in Disaster Response implementation practices
Organize, coordinate, and facilitate disaster response and relief activities including but not limited to
Grant management, logistics arrangements, timely procurement process, transportation agreements, security updates, loading and unloading routines, etc.
Develop and share project management tools (templates, reporting format, work breakdown structures, etc. with HQ and Regional team
Coordinate, lead, and follow up on the timely implementation of disaster relief response activities and take all the necessary steps to ensure program implementation is under the objectives or purpose of the program.
Lead food and non-food item procurement, transportation, and distribution ensuring the application of minimum standards and procedures including qualities, expatriates, dates, packaging,
Ensure logistics and transportation process as per the donor and local government requirements
Prepare and share monthly, quarterly. Bi-annual land operation reports with internal and external partners as needed
Facilitates and leads virtual and personal follow-up meetings and workshops with partners, donors, and staff
Document all relief activities and prepare reports for stakeholders
Compile and share quality implementation situation updates following the NS’s reporting procedures
Organize, lead, and follow up with timely delivery of supplies, such as food and non-food items including cash, water, clothing, and medical aid to the people affected by crisis/Disaster
Capacity Building and Partnership Development
Ensure proactive communication between and among partners, offices, and the ERCS staff
Lead and participate in rapid need assessment, context, and analysis and response plan development
Attend cluster meetings and provide routine updates to and from ERCS
Design and roll out training to ERCS staff and volunteers on Relief/Disaster Response
Develop Relief/disaster response training manuals with staff and partners
Facilitates and leads virtual and personal follow-up meetings and workshops with partners, donors, and staff
Work with local, regional, and national agencies to facilitate disaster relief operations
Train and manage volunteers and other relief workers at all levels
Facilitate rehabilitation and recovery efforts in the aftermath of a disaster
Develop and share project management tools (templates, reporting format, work breakdown structures, etc. with HQ and Regional team
Strengthen Integration and mainstreaming
Ensure coordination, collaboration, and integration of relief projects between and among program/projects
Ensure integration of crosscutting themes like PGI, MHPSS, and ECA at all project management cycles
Establish and maintain communication with affected areas to monitor progress and needs
Act as a technical focal person for ERCS in Disaster and relief response
Contribute to fund-securing efforts of the HQ team in collaboration with the field team funding and resources for disaster relief efforts
Knowledge management practices
Capture, collect, compile, organize, keep, and share project/program documents, best practice, to ensure proper knowledge management including agreement, proposal, assessment findings, monitoring and evaluation results, and operational reports.
Lead Participatory Monitoring Filed trips and culture and share lessons learned with partners
Risk Management
Identify, analyse and forecast possible risks and come-up with copping mechanisms
Develop contingency plan and allocate adequate resources
Develop and communicate, communication system
Ensure stakeholders coordination to share risks and look for localized solutions
Monitoring and Evaluation
Qualifications and Experience
Master’s degree in Disaster Risk Management, Development Studies, Project management, BA degree with at least 6/8 years of practical experience in the area
Minimum of 4-5 years of relevant work experience project management, Emergency/Relief management/coordination
Experience in mentoring, coaching, facilitation, and training staff and partners on the subject matter in general and other relevant topics in particular.
Experience and skills in networking and relations with donors, peer organizations, and civil society partners.
Proficient in MS Office packages (Excel, Word, PowerPoint), and knowledge-sharing networks.
Experience in community-based disaster risk reduction and working directly with vulnerable communities.
Excellent coordination and partnership-building skills with government agencies, meteorological institutions, and humanitarian actors.
Strong communication and training skills, with the ability to convey complex technical concepts to non-specialist audiences.
Fluency in English is mandatory.
Preferred:
Background in Result based Management practices
Technical expertise in meteorological forecasting, climate modeling, and data analysis for early warning applications.
