Job Description
He/she is responsible for the manage and delivery of an efficient and effective MEAL activities at the Gambella Program office. He/she is also responsible directing tasks, making sure materials procured comply with estimated costs and arrive on the job sites in accordance with the project schedule.
He/she will be part of the project team in pursuing the monitoring and evaluation tasks together with Senior MEAL Officer, Area Manager and Country Office MEAL Team and ensuring high quality and timely inputs provided for implementation of programme office projects activities to maintain its overall objective and results in a cost effective and timely manner. The MEAL Officer is primarily responsible for establishing and overseeing a functional MEAL system for the project under the supervision of Senior MEAL Officer. The task holder is required to timely and accurately documents the progress of the projects and document lessons learnt and report by developing and implementing a sound MEAL system. He/she also will be responsible for an increased level of transparency and accountability to the refugee, IDPs and host community as well as other stakeholders, according to the Core Humanitarian Standard.
To roll out and manage MEAL mechanism as per commitments of ZOA MEAL Policy
To establish, manage and strengthen Accountability to Beneficiaries which includes capacity building of partner organizations and project team
To carry out regular field monitoring of program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant project and Program Area staff and develop an agreed action plan
To carry out follow-up monitoring visits to materialize actions agreed in the action plan, and maintain Monitoring log issues at field level
To establish and manage Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback;
To assist the project in carrying out preliminary first inquiry report in case of serious nature of complaints filed by beneficiaries/communities;
To maintain complaints and feedback tracking database and do follow up on complaints to reach a resolution involving relevant project/program Area staff;
To assist the project in identifying key compliance/quality questions and parameters capitalizing on the existing checklists and minimum standards for monitoring project performance;
To assist in reviewing databases and data tracking tools of diverse projects in order to maintain data quality for collating reliable and consistent data which meets minimum reporting requirements of donors and ZOA
To assist and involve in planning and implementation of baseline surveys, Post distribution Monitoring, periodic project performance review, success story development, organizing learning/planning workshop, Joint supportive site monitoring and evaluation exercises and impact /outcome harvesting assessments when needed;
Work with programme office MEAL staffs in developing MEAL systems, including MEAL plans; project implementation tracking tools like IPTT, KPI, AAP data base,, log frames; and others data management tools for the Gambella ZOA programmes and projects;
Provide technical expertise, support, mentoring and training on MEAL and any other topic to ZOA project staff members as required;
Establish databases for all projects and analyze the monthly reports from the field;
Follow-up quality assurance and improvement in activity implementation , Update and submit MEAL log-issues for Senior MEAL Officer and Area Managers
Conduct quarterly field visits per programme office for monitoring of implementation following the proposed plans and submit reports to Senior MEAL Officer;
Closely work with the Area Manager, senior MEAL Officer, Country MEAL and Project team on the design and roll-out of standardized monitoring tools and methodologies;
Contribute to the formulation and writing of proposals and reports especially supporting in situational and need analysis
Compile and disseminate periodic reports including monthly MEAL activity report, MEAL activity plan and CRM/AAP database, and quarterly MEAL report to management team for decision making;
Collect good quality monitoring data (field visit, CFRM, Monitoring log-issues tracker ), organize data to ensure that regular reports are generated from monitoring data and that findings are communicated effectively to the Country Office and Programme Office in a timely manner with consultation of Senior
Ensure the utilization of appropriate reporting templates that facilitate the acquisition and aggregation beneficiary reach information in project, programs or develop and maintain effective information database about it;
Together with the Senior MEAL Officer and Country Office MEAL Manager undertake accountability activities and develop tools to track adherence to Core Humanitarian Standards, including the development and use of information materials and the establishment of a pilot complaints response mechanism. This may include management of an Accountability Assistant, ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption and referred appropriately.
Organize and coordinate lessons learnt workshops/review of program work plans with partners and other stakeholders;
Promote learning in the project, particularly on issues of programme quality and contribute to quality assurance of projects. Regularly produced and report on best practices and case studies; ensure new analysis and information is available, including for the forthcoming communications strategy;
Ensure that beneficiaries and other vulnerable community members including stakeholders are involved and participated in all MEAL activities.
ensure the inclusion of all ZOA strategic priorities in all assessments, monitoring and evaluations activities.
Educational Qualification and Experience:
BA/MSc in Economics, Agricultural economics, Statistics or other Social Sciences studies;
At least 3 years’ years of progressive experience in, and extensive knowledge of M&E, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E;
Experience with statistical packages such as SPSS, GIS Software: MAP-INFO, POWER BI, ARC-VIEW preferred but not required;
Experience in digital data collection Kobo tool box, ODK etc.
Special Requirements
Specific knowledge of donors such as UNHCR, EHF, OFDA, WFP, USAID, GIZ, UNOCHA, EU, MoFA, The Netherlands, is highly desirable;
Refined professional writing and verbal communication skills;
Experience in Project Cycle Management and CHS;
Strong interpersonal skills and ability to foster collaborative relationships with employees; highly approachable and responsive in nature;
Ability to work with programme staff of varied skills, experience and background at all levels.
Being able to work under pressure and meeting deadlines;
Excellent time management and prioritization skills;
Independent, self-starter; makes informed decisions without constant direction;
Strong working knowledge of MS Office required;
Working effectively with others - Works collaboratively to achieve shared goals and thrives on diversity of people and perspectives; knows when to lead and when to follow and how to ensure effective cross-boundary working
