Job Description

The Public Health Data Analyst will work in close collaboration with Addis Ababa City Health Bureau (AACHB) and other stakeholders such as the Ethiopia Public Health Institute (EPHI) and the Ministry of Health (MOH), alongside surveillance officers, epidemiologists, and data managers. The analyst will apply data analysis and programming skills to support the routine production of timely, accurate, and actionable insights that support public health emergency management and evidence-based decision-making. 

Duration and Location 

The Public Health Data Analyst is a 6-month Independent Consultant position based in Addis Ababa, Ethiopia.  

Contract Deliverables 

Deliverable 1. Automated public health data management and quality assurance tool (by end of Month 2) 

Develop a modular system of R scripts or a standalone program that can be routinely used to perform the following tasks: 

  • Ingest and clean large public health datasets from various sources and formats (e.g., Excel, CSV, DHIS2). 

  • Standardize variable names, date formats, and coding schemes. 

  • Conduct routine data quality checks, including assessments of missingness, outliers, duplicates, and validation against predefined reference rules. 

  • Generate automated audit reports that summarize key data quality indicators, including completeness, timeliness, and accuracy. 

Deliverable 2. Automated routine and ad-hoc public health data analysis, reporting, and visualization tool (by end of Month 3) 

Build on Deliverable 1 by developing a complementary set of R scripts or modules that automate the following: 

  • Analyze complex, large-scale public health datasets to identify trends, patterns, and actionable insights that support emergency preparedness and response. 

  • Generate routine and ad-hoc analytic outputs, including summary tables, visualizations (e.g., charts, maps), and dashboards. 

  • Produce stakeholder-facing information products (e.g., dashboards, reports, or presentations) that clearly communicate key findings. 

Deliverable 3. Documentation of workflows and standard operating procedures (by end of Month 6) 

Produce clear, accessible documentation and resources that enable sustainability and ease of use of Deliverables 1 and 2: 

  • Detailed documentation of data sources, processing steps, analytic methods, and outputs for both tools. 

  • A user-friendly Standard Operating Procedure (SOP) designed for key users with limited or no R programming experience, including step-by-step usage instructions. 

  • A well-organized, version-controlled repository of all scripts, input/output examples, and documentation to ensure reproducibility. 

Deliverable 4: On the job capacity building and facilitation of trainings  

Closely support government counterparts to upskill in key data management and analysis approaches through: 

  • Work side-by-side with designated data officers and analysts, providing hands-on coaching throughout the consultancy. 

  • Support government counterparts in using automated tools for real datasets, guiding them through cleaning, analysis, and visualization processes. 

  • In addition to on-the-job trainings, participate in data management and analysis trainings as a facilitator 

Contract Management 

The Independent Contractor will submit all deliverables to the Senior Technical Advisor, Lead Prevention, who will manage this contract and monitor progress toward the deliverables. 

Job Requirements

  • Master’s degree in Public Health (MPH) with a specialization in Biostatistics or Quantitative Epidemiology, OR

  • Bachelor’s degree in Statistics, Mathematics, Computer Science, or a related quantitative field 

  • Experience:  

    • With MPH: Minimum of 2 years of experience in data analysis to support decision-making, preferably within the public health sector. 

    • Without MPH: Minimum of 3 years of relevant experience in data analysis for public health decision-making.

    • Demonstrated experience in managing and analyzing public health data at the national and/or subnational level, including routine health information systems, surveillance datasets, or emergency response data. 

  • Required Technical Skills:  

    • Proficiency in R programming, with a specific focus on: 

      • Developing automated workflows for data cleaning, management, and quality assurance

      • Conducting descriptive analyses of epidemiological data, including data visualization and geospatial mapping

      • Creating interactive applications and automated reports using R Shiny and R Markdown 

    • Advanced programming skills to structure and organize scripts into replicable, modular, and comprehensible tools 

    • Strong communication skills, with the ability to produce clear, well-documented workflows and standard operating procedures (SOPs)

    • Proficiency in English is required

  • Desired abilities 

    • A good understanding of public health, data compilation, management, and analysis.  

    • Understanding of public health informatics and the importance of data in supporting health emergency management. 

    • High level of accuracy and attention to detail, with a commitment to data integrity.

    • Demonstrate agility in responding to evolving public health emergency situations, adjusting priorities and approaches as necessary to meet changing demands.

    • Excellent written and verbal communication skills, with the ability to present complex information in an accessible way.

    • Strong analytical and problem-solving skills, with the ability to think critically and propose innovative solutions.

    • Ability to work effectively both independently and as part of a team, with a collaborative mindset.
