REACH Ethiopia is a nonprofit organization registered as an Ethiopian Residents Charity, dedicated to community development through innovative projects. Since 2013, it has implemented community-based TB care and integrated health service projects in Sidama, Central Ethiopia, South Ethiopia, Tigray, parts of Oromia and Afar Regions. Currently, in collaboration with the Ministry of Health and Regional Health Bureaus, REACH Ethiopia is implementing various projects including new project called USAID- Urban TB LON-II. 

The USAID URBAN TB LON II Project is an ambitious initiative aimed at addressing the urban and hot spot area TB challenge in Ethiopia. Focused on the city administrations of Addis Ababa, Shaggar, Harar, and Diredawa, and seven additional zones in 4 regions across Ethiopia. The project's primary goals include identifying missed TB cases, delivering patient-centered care, and fostering innovative solutions to combat TB. This project is pivotal in enhancing TB detection and treatment, with an overarching aim to reduce TB prevalence and mortality in urban environments.

The Senior TB/DR-TB Advisor will serve as the technical lead for all Tuberculosis (TB) and Drug-Resistant TB (DR-TB) interventions under the USAID Urban TB LON project. The advisor will provide high-level technical leadership and strategic guidance in the design, implementation, monitoring, and evaluation of TB and DR-TB control and prevention activities in targeted urban, peri-urban, pastoralist and rural settings. The advisor will work closely with national and regional stakeholders, including the Ministry of Health, Regional Health Bureaus, implementing partners, and community-based organizations, to ensure evidence-based, context-specific, and sustainable interventions aligned with national TB guidelines and USAID priorities.

Key Responsibilities:

  • Lead the technical design and implementation of TB/DR-TB strategies, ensuring alignment with national policies and USAID priorities.

  • Provide expert guidance on diagnosis, treatment, prevention, and care for TB and DR-TB, including newer diagnostics and treatment regimens 

  • Support scale-up of differentiated TB case-finding approaches including community-based screening, contact investigation, and private sector engagement.

  • Guide quality improvement initiatives to strengthen TB service delivery across health facilities and community settings.

  • Oversee integration of TB/HIV services and coordinate with relevant health programs to ensure comprehensive care.

  • Provide technical assistance to regional and woreda health offices and health facilities to improve detection, enrollment, treatment adherence, and treatment success rates for TB and DR-TB.

  • Collaborate with the Monitoring, Evaluation, and Learning (MEL) team to ensure robust data collection, analysis, and use for program improvement.

  • Represent the project in national and regional technical working groups, stakeholder forums, and coordination platforms.

  • Build capacity of project staff, regional partners, and health workers through training, mentorship, and supportive supervision.

  • Stay up-to-date with global and national TB/DR-TB guidelines, research, and innovations and ensure their application in project activities.

Job Requirements

Qualifications and Experience:

  • Medical degree (MD or equivalent) with a postgraduate qualification in Public Health, Infectious Diseases, or a related field.

  • Minimum of 10 years of progressive technical experience in TB/DR-TB programming 

  • Demonstrated experience with USAID-funded health programs and familiarity with USAID rules and regulations.

  • Strong understanding of Ethiopia's TB control landscape, including NTP guidelines and regional health system structures.

  • Proven ability to work effectively with government stakeholders, health facilities, NGOs, and community organizations.

  • Experience in designing and implementing TB/DR-TB quality improvement initiatives.

  • Excellent communication, mentoring, and capacity-building skills.

  • Strong analytical and writing skills; ability to produce high-quality reports and presentations.

  • Willingness to travel frequently to project sites in urban and semi-urban settings.

  • Fluency in English, proficiency in local languages is an advantage.
