Project: SHIELD - Strengthening Humanitarian Interventions and Enhancing Local Disaster Resilience through an Integrated Approach in Dawa Zone, Somali Region

Donor: Italian Agency for Development Cooperation (AICS)

Duration: 21 months (May 2025 – February 2027)

About CEFA

CEFA (European Committee for Training and Agriculture) is an Italian NGO headquartered in Bologna, Italy. CEFA operates in Ethiopia since 2018, focusing on rural development, agricultural value chains, youth and women economic empowerment, and access to basic services in rural areas.

About the Project

The SHIELD project aims to enhance the resilience of vulnerable communities, including internally displaced persons (IDPs), through integrated interventions in livelihoods, cash assistance, WASH, and disaster risk reduction (DRR) in Dawa Zone, Somali Region.

Position Purpose

The M&E Officer will be responsible for establishing and overseeing an effective Monitoring, Evaluation, Accountability, and Learning (MEAL) system for the SHIELD project. This includes leading data collection, analysis, and reporting, as well as ensuring that lessons learned are documented and inform project adaptations.

Duties & Responsibilities:

Monitoring and Evaluation System Design

  • Develop and update project-specific M&E plans and logical frameworks in collaboration with the project team. • Ensure alignment of M&E tools with CEFA and AICS standards. • Design and supervise baseline, midline, and endline surveys.

Data Collection, Analysis and Reporting

  • Coordinate data collection activities in collaboration with field teams and partners. • Analyze quantitative and qualitative data to assess project progress and impact. • Prepare regular monitoring reports and contribute to donor reporting.

Accountability and Learning

  • Ensure accountability mechanisms are in place, including feedback and complaints systems. • Document lessons learned and support adaptive project management. • Organize learning events and participate in knowledge-sharing forums.

Capacity Building and Support

  • Train project and partner staff on M&E tools and data quality standards. • Provide technical support to consortium partners in planning and reporting.

Job Requirements

Qualifications and Requirements

Education and Experience

  • University degree in Social Sciences, Statistics, Development Studies, or related fields. 

  • Minimum 3 years of experience in M&E roles within international NGOs or development agencies. 

  • Previous experience in the Somali Region is an asset.

Technical Skills

  • Strong knowledge of M&E methodologies, tools, and approaches. 

  • Proficiency in data analysis software (e.g., Excel, KoboToolbox, Power BI, SPSS). 

  • Excellent reporting and communication skills in English. 

  • Knowledge of Somali language is a strong advantage.
