Lay Volunteers International Association (LVIA) NGO is an Italian association that deals with institutional solidarity and cooperation committed to fostering ways of local and global change to overcome extreme poverty, reinforce equitable and sustainable development, and enhance dialogue.

Project Description: The Livelihood and DRR officer will be assigned for the implementation of project SAFE East Bale: Strengthening Agriculture, Food Security and WASH Services through Emergency Response funded by Italian Agency for Development Cooperation (AICS).  The project aims to provide a rapid and effective humanitarian response for vulnerable drought-affected communities in East Bale, ensuring safe access to essential services, improving food security, access to water and sanitation, and strengthening early warning systems. He/She will organize and oversee the overall internal regular planning, follow-up, and implementation of the planned activities related to the Food Security, Livelihood and Disaster risk reduction (DRR) and early warning related activities, technical and programmatic quality intervention, compliance with donor rules and regulations, and the timely submission of all deliverables, including detail implementation plan and report that contribute to the food security and nutrition and livelihood improvement for the local communities

Main Duties:

  • Mobilize target communities for active participation in FSL and DRR and early warning activities

  • Collect, Organize and analyze livelihood and DRR situation /status in the intervention Kebeles and communicate for project coordinator and notify all concerned as need may arise.

  • Led and Organize FSL, DRR and early warning preliminary assessments and identify needs and priorities of the vulnerable populations in need of assistance

  • Engage on the market assessment base line and end line surveys for SAFE-East Bale project and other projects as per the guidance from line manager

  • Establish/strengthen systems to monitor the implementation of project activities as outlined in the detailed implementation plan.

  • Ensure that reports are prepared and submitted to Project coordinator on time and in a professional manner

  • Prepare weekly, monthly and quarterly plan and reports for internal consumption.

  • Work with project coordinator to prepare interim, intermediate and final project reports.

  • Explain the livelihood and DRR related project’s activities and objectives to partners and communities whenever needed.

  • Develop a climate change EW system, in which traditional knowledge sharing is utilized in conjunction with climate monitoring to predict drought and flooding events.

  • Conduct assessment of the Stakeholders and consortium organizations capacity in the field of livelihood and DRR, and develop, design, and lead the implementation delivery of livelihood and DRR capacity building to staff and personnel of stakeholders, together with implementing partners involved in the implementation of grants.

  • Directly support government, DRR Committee, community members and partners in the field for any capacity on livelihood diversification, DRR and early warning.

  • Support capacity building of partner NGOs across all DRR and early warning if applicable.

  • Strengthen systems and tools, and training materials to train stakeholders and other implementing partners personnel.

  • Take a readership role to establish, train and mentoring of DRR committee at kebele level for all intervention kebeles.

  • Support monitoring visits with the support of LVIA field officers and community facilitators to verify the impact of the implemented support.

  • Support LVIA and partner staff in the field by facilitating the exchange of information and results among the working group.

  • Collaborate with local authorities connected with FSL and DRR and early warning system.

  • Actively participate in meetings, organize joint field visits, and submit timely reports

  • Prepare periodical report, technical assessment and coordinate the data collection for the monitoring of the implemented activities and project progress

  • Perform additional position-related tasks assigned by the Project Manager/Area Coordinator or MEAL or designee from time to time.

  • Develop actionable plans for FSL and DRR interventions based on study findings.

Duty Station: Ginir, East Bale (working areas Dawe Katchen, Rayitu, Sewena woredas)

Availability: starting from 1st August, 2025

Type of employment: 1 year contract with the possibility of extension. 

Salary: Gross salary between 90,000 birr – 115,000 birr based on experience and skills, plus organization benefit 

Job Requirements

Qualification and experience:

  • Good understanding of emergency projects

    • BA Degree / M.A Degree in economics, Agricultural economics, Management, Development Studies, Sociology and social anthropology, Geography, Food Security, Livelihoods, Resilience building studies.

    • Minimum of five-years of working experience in similar position in humanitarian organizations (NGOs) 

    • Excellent communication, organization and prioritization skills and the ability to multi-task and support and/or fill multiple positions at one time

    • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members

    • Good experience of working culture of the project sites, or other similar areas 

    • Demonstrate capacity to interact and cooperate with a wide range of public and private sector representatives including local communities, partners, authorities  and different project stakeholders

    • Good computer literate especially in Microsoft office (Word, Excel, power point), data collection  using Kobo, 

    • Highly organized, efficient, and able to meet key deadlines 

    • Excellent oral and written communication skills including fluency in English;  with competency in field data collection, monitoring, analysis and reporting

    • Highly developed inter-personal skills/inter-cultural sensitivity; 

    • Ability to work under pressure in harsh environment; 

    • Languages: English and Oromifaa fluently spoken and written.
