Job Description
The Community Facilitator plays a critical role in enhancing stakeholder capacity and raising community awareness to prevent child labor. The Community Facilitator ensures this through skillful coordination, evidence-based monitoring, capacity development, and community accountability. This Facilitator works hand‑in‑hand with local government bodies (woreda and kebele), cooperatives, unions, religious leaders, and families to drive the project’s field-level implementation.
The Community Facilitator plays a pivotal role in both the technical and operational aspects of project implementation, ensuring the effective delivery of interventions at the grassroots level. Key responsibilities include planning and coordinating community-based activities, monitoring progress toward project goals, leading capacity-building and training initiatives, and conducting data collection and reporting systems. This role blends strategic oversight with practical execution to drive tangible, measurable outcomes within target communities.
The Community Facilitator reports directly to the Program Manager at CARE’s head office and works collaboratively with fellow project staff, local government partners, and donor representatives to ensure the seamless execution of project activities at the local level.
Job Responsibility #1: Monitoring, Evaluation, and Reporting (30%)
Track progress against project indicators tied to the policy framework, capacity building, and awareness activities.
Support design and roll-out of local monitoring tools (e.g., child labor detection registers, reporting forms).
Collect and analyze data from woreda and kebele workshops, ToTs, community dialogues, and IEC/BCC dissemination.
Produce monthly/quarterly progress reports illustrating achievements toward Intermediary Results of the project
Document community feedback and behavioral change resulting from awareness-raising sessions.
Job Responsibility #2: Program Progress Tracking (20%)
Maintain an up-to-date activity tracker capturing local events: consultative workshops, ToTs, dialogues, and sensitization sessions.
Monitor logistic arrangements and attendance for local cooperatives, unions, and religious leaders.
Track distribution of child labor strategy documents and IEC/BCC materials.
Flag and report delays, gaps, or bottlenecks that impede the quality and timeline of local activities.
Job Responsibility #3: Strengthen Accountability to Affected People (20%)
Ensure beneficiary voices are heard by organizing feedback sessions, capturing concerns shared during local dialogues, and ensuring incorporation of local-level input into strategy refinement.
Coordinate with cooperative leadership, kebele officials, and households during community dialogues.
Design and maintain feedback mechanisms (e.g., suggestion boxes, dialogue circles) to improve project responsiveness.
Address community concerns through follow-up, recommendations, or integration into program adjustments.
Job Responsibility #4: Data/Information Management (20%)
Develop and maintain databases to manage information on workshops, participation, feedback, and referrals.
Ensure the integration of monitoring data into the Cooperatives’ operational plans and child labor strategy adoption mechanisms.
Support data quality assurance through regular reviews, cross-checks, and field verifications.
Support knowledge sharing by preparing information briefs and contributing to project learning documents.
Job Responsibility #5: Capacity Building (10%)
Lead and coordinate with local government offices and donor representatives to identify target woredas and kebeles for training sessions and community dialogues, based on established selection criteria
Plan and facilitate Training‑of‑Trainers (ToT) workshops for local cooperative representatives, union leaders, religious leaders, and regional staff.
Mobilize and prepare qualified trainers and participants; ensure effective training delivery.
Monitor integration of child labor prevention approaches into cooperative plans and local action.
Provide follow-up mentoring and support to trainees during implementation phases.
Understanding and demonstrated commitment to the importance of gender, youth, and social inclusion issues.
Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion, and PSEAH (safeguarding), as evidenced in previous positions/programming.

V. QUALIFICATIONS (KNOW HOW)
EDUCATION/TRAINING
Required:
Bachelor’s degree in public health, social sciences, Law, Social Work, or a related field
Desired:
Demonstrated experience in managing program databases to support community mobilization, awareness-raising initiatives, and effective engagement at the grassroots level
2. EXPERIENCE:
Required:
3 years of relevant experience with a first degree and 2 years of relevant experience plus post graduate degree.
Desired:
Experience working with NGOs, particularly on similar projects, with a strong understanding of NGO operations and implementation approaches.
3. TECHNICAL SKILLS
Required:
Well organized, which gives attention to details and has some analytical skills.
Good oral and written communication and interpersonal skills.
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainability.
Proficiency in English and local language (Afan Oromo), both verbal and written.
Desired:
Utilizing programming and statistical software to compile data and information

VII.WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
The post office is located at Metu with frequent field travel to program sites (woredas and Kebeles) where the project operates.
