LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem, Hawassa and Bahir Dar. We are looking to recruit a qualified candidate on behalf of our client.

As part of its envisioning to achieve Universal Health insurance Coverage, Ethiopian Health Insurance service in its three years medium term health insurance investment plan targeted to expand Community Based Health Insurance (CBHI) schemes in 95% of woredas and to enroll at least 80% of eligible households in CBHI implementing woredas at the end of the 2026. In line with the Health insurance medium term investment plan, Ethiopian health insurance service (EHIS) has identified 4 strategic objectives to ensure effective and efficient implementation of health insurance system in all regions and city administrations to ensure that all people have equal access to quality health services without having financial hardship.

To this end EHIS is rigorously implementing Community Based Health Insurance system for the informal sector population which includes rural households and urban poor. Currently, more than 1052 Woredas are implementing CBHI in all regions and City Administrations which needs to overcome technical, operational, and administrative challenges as well as provision of high- level evidence based strategic leadership to ensure effectiveness and sustainability of community health insurance program.

Hence meeting the envisioned strategic objectives and targets sated at all levels, strengthening vertical alignment and horizontal harmonization process, enhancing monitoring and evaluation system at all levels to generate accurate information and evidence for policy decisions is very crucial. Besides building the capacity of staffs engaged in planning, monitoring, and reporting at head office, cluster and branch offices are paramount important. Therefore, EHIS is planned to recruit competent technical assistant to capacitate strategic affairs executive office to meet the aforementioned major interventions.

Justification

Hiring technical assistance for strategic affairs is essential to effectively implement interventions and activities to achieve the targets set for each of the strategic objectives. It will also ensure vertical and horizonal integration of work process and enhance the monitoring and evaluation system of EHIS.

OBJECTIVES, PURPOSE & EXPECTED RESULTS

The overall objective and responsibility of the Technical Assistants will be expected to provide strategic and technical support to chief executive officer as well as provide operational support to the strategic affairs executive to ensure effective and efficient implementation of targets sated in operational and strategic plan.

Duties and Responsibilities

  • Support to assess and produce health insurance strategic plan implementation status synthesis report and propose recommendation to design next phase strategic plan,

  • Support to develop plausible Health insurance strategic plan,

  • Develop effective planning and budgeting tools to enhance the planning and budgeting process,

  • Produce analytical reports on a regular basis and propose policy level recommendations to enhance decision making processes,

  • Support to strengthen partner coordination mechanisms,

  • Assist to develop strategies to enhance overall performance management and monitoring system,

  • Develop performance monitoring dashboard and provide implementation level support,

  • Support to develop plan alignment and harmonization manual/system,

  • Set up systems to facilitate monitoring, evaluation and early identification of problematic areas and work with the team members to address the challenges,

  • Support to conduct performance evaluation on a regular basis,

  • Develop standardized operating procedures and tools required for effective implementation Community-based health insurance system at all levels,

  • Produce standardized training materials to build the capacity of staffs at head office, cluster, and branch offices,

  • Support to assess and design cost saving mechanisms, and efficiency analysis,

  • Document best practices and design scale up strategies,

  • Perform other duties and responsibilities as requested by the directorate.

DELIVERABLES / REPORTING REQUIREMENTS

The TAt will report key performances and outputs at the end of each month. The hard copy report should be kept at EHIS main office located in Addis Ababa and should be shared to MoH. The consultant shall submit PDF hard copies to Client on monthly bases.

Major Tasks

  • Prepare ToR, support to assess and produce health insurance strategic plan implementation synthesis report 

  • Provide technical assistance to develophealth insurance strategic plan

  • Produce health insurance implementation analytical reports

  • Provide technical assistance to revise health insurance monitoring and evaluation manual

  • Develop performance monitoring dashboard and provide implementation level support

  • Provide technical assistance to strengthen performance management and coordination mechanism

  • Provide technical assistance to produce standardized training materials to build staff capacity

  • Assess and design cost saving mechanisms to ensure operational efficiency

  • Provide technical advice to Chief executive office, strategic affairs Executive office

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS

  • Client will not cover travel related costs.

  • The third-party staff (the TA) seats at EHIS main office

  • The third party staff works with own materials and Client will not provide any material or office space.

  • Payment will be made by third party monthly based on deliverable.

  • Note: Third-Party in practice are external and therefore do not have a direct right to access Client resources

  • No contract may commence unless the contract is signed by both Client and the third- party staff and third –party company.

Job Requirements

List specific competencies, qualifications and responsibilities required of the third-party staff, so that the level of the staff will be determined.

  • Experience in analytical report writing,

  • Excellent problem solving, analytical and quantitative skills

  • Experiences in program monitoring,

  • Experience designing, managing, and implementing projects,

  • Experience in the development of policies and strategies,

  • Experience in health financing or health insurance,

  • Strong interpersonal and communication skills,

  • Computer skills such as SPSS, Ms-Excel, Ms-PPT etc
