We are looking for a Dynamic and Experienced Program Manager for the cost-share clinic model. This position will ensure the efficient, timely, and high-quality implementation of this new model, promoting initiatives that drive progressively increasing market share among consumers of private primary healthcare services. The role involves harnessing critical partnerships with national, regional, town, and woreda level health offices. The position holder will oversee planning, monitoring (regular performance reviews), and reporting on program implementation for impact. They will in conjunction with PSI leadership also be expected to support domestic fundraising efforts; and coordinate both internal and external communications across key stakeholders.

In close collaboration with the HIV/NCD Director, program teams, and implementing partners’ leadership, coordinate internal and external communication to ensure strategic alignment, effective partnerships, and cohesive program delivery.
Provide expertise in developing and executing cost-share clinics as a sustainable business model through increasing healthcare market coverage.
Separate and strengthen government relations by ensuring tailored communication strategies and regular joint reviews with all stakeholders and the model’s oversight committee.
Ensure sound financial management across all cost-share clinics, including programmatic budgeting, revenue collection and financial expediency towards sustainability (including decisions revolving generated revenue for service delivery improvements).
Support and ensure sound effective use, and coordination of resources generated through various financing models embedded within the cost-share model to develop healthcare products that further enhance market coverage of the cost-share model clinics.
Support the development, implementation, and monitoring of all relevant project related procedures, SOPs, and other compliance standards for assured uniform quality across all cost-share model clinics.
Quality assurance and monitoring through regular training, mentorship, and supportive supervision. The QA Manager will develop integrated services QA score; conduct regular supervision visits to CSOs; assess CSOs compliance rate; and will undertake EQA and mentorship for quality improvements.
Ensure high-quality periodic reporting in line with PSI’s stringent data-to-action requirements (bi-weekly, monthly, quarterly and annual program status reports, as well as quarterly financial reports, etc.)
In conjunction with stakeholders, develop and execute plans that will result in long-term sustainability of the cost-share model.
In consultation with the HIV/NCD Director, participate in government technical working groups and represent PSI Ethiopia's economic empowerment change objectives, strategies and activities.
Identify human resources requirements of the project and develop plans for meeting these requirements.
At least six (6) years with a master’s or eight (8) years of experience with first degree in project management, business administration, public health or any other relevant discipline out of which at least four (4) years should be program supervisory/ managerial experience.
Proficient in MS office applications and program management tools.
Detail-oriented with ability to ensure high degree of organization of documentation and other resources.
Excellence in oral and written communication, including impactful presentations, with proficiency in English and Amharic languages.
Willingness to travel frequently throughout Ethiopia.
