Position Title: Advisor, Clinical Service - Proposal Recruitment
Department/Program: HIV/TB/NCDs
Reports to: Program Manger, Cost-Share Model
Required Number of position - One
Duty Station: Head Office/Addis Ababa
Remuneration: As per the organization pay scale plus other PSI/Ethiopia staff benefits

We are looking for a Dynamic and Experienced Advisor, Clinical Services for a new cost-share model of network clinics. This position will ensure the efficient, timely, and high-quality implementation of this new model, promoting initiatives that drive progressively increasing market share among consumers of private primary healthcare services. The role involves harnessing critical partnerships with national, regional, town, and woreda level health offices. The position holder will oversee planning, monitoring (regular performance reviews), and reporting on program implementation for impact. They will in conjunction with PSI leadership also be expected to support domestic fundraising efforts; and coordinate both internal and external communications across key stakeholders.

Promote cohesive program delivery (achieve clinical targets on HIV positives identified, HTS, FP, STIs screening & management, GBV and MHPSS) and support HIV data analysis to guide continuous quality improvement efforts.
Lead and monitor compliance with program quality standards, as will be explicitly defined in Program’s SOPs, M&E plan, and financial management documents.
Support higher leadership processes of engagement with key stakeholders (FMOH, AACAHB, Finance bureau, Woreda Health Offices, CSOs, etc.)
In line with the coordination of program delivery aimed at increasing healthcare market coverage, this position will support Quality assurance/quality improvement (QA/QI) initiatives geared towards excelling this sustainable business model.
Periodically when called on, support clinical teams in, provide of clinical services to patients across network clinics
Oversee CSOs sub-contracted on delivery against integrated HIV clinical services targets under the cost-share network clinic model (i.e., across 95-95-95 cascade, other STI, TB screening and referral, GBV, & SRH components provided within a context of primary healthcare clinics).
Lead integration of NCDs, SRH, and other primary healthcare components in infectious and non-infectious fields, with comprehensive HIV services.
Lead the development of stringent Data to Action (D2A) frameworks across all components of PHC in cost-share network clinics.
Support standardization and accreditation of clinical services provided across network cost-share clinics.
Guide clinical teams in commodity quantification forecast, requisition, and distribution across network facilities. This in collaboration with the supply chain actors at regional and national government level.
Ensure timely and quality submission of reports per national guidelines.
At least six (6) years with a master’s or eight (8) years of experience with first degree in nursing, MD preferred, or any other relevant field.
Demonstrated experience in HIV comprehensive services provision of which two years is in an integrated clinical network of services for Key and Priority Populations
Proficient in English and Amharic languages, both written and verbal communication
Proficient in MS office applications and program management tools.
Detail-oriented with ability to ensure high degree of organization of documentation and other resources.
Excellence in oral and written communication, including impactful presentations, with proficiency in English and Amharic languages.
Willingness to travel frequently to the field.
