Position: Planning & Senior MEAL officer
Organization: Hachalu Hundessa Foundation Head Office

The Hachalu Hundessa Foundation (HHF) is a respected non-profit organization dedicated to perpetuating the profound legacy of the iconic Oromo artist and human rights activist Hachalu Hundessa, who was tragically assassinated in June 2020. Hachalu Hundessa Foundation has been registered and accorded legal personality with Registry Number 5671 on June 17, 2021 as Local Organization in accordance with the Civil Society Organizations Proclamations No1113/ 2019 to embody the spirit of Hachalu Hundessa’s legacy by promoting and supporting artistic activities, social justice, cultural enrichment, educational initiatives, engagement in community Humanitarians and development projects/programs, and overall empowerment of the Oromo and other vulnerable communities. Jobs Summary:
An inspiring and dynamic Planning & Senior MEAL officer to work the activity of MEAL and to Develop Business resource &Mobilization strategy. This role ensures that a robust MEAL system is in place that produces high quality reporting regarding HHF projects and Change programme results and evidence of impact for Accountability to stakeholders. This role again identifying and analyzing new potential donors, partners, Privates and implementing a business development information system (tracking, pipeline coordination & donor) and ensuring submission of quality proposals. Develop Business development and execution of strategies to secure funding for the NGO's programs and initiatives. This role involves identifying funding opportunities, building relationships with donors, and overseeing the proposal development process to ensure sustainable financial support for the HHF's mission.
Planning *MEAL Roles
Contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities.
Collect and analysis of data for projects M&E, both internally and from local stakeholders in accordance with timeframes set forth in the work-plan; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions.
Leads on results reporting to Chief of Executive Director and Stakeholders/ Concerned Government sectors by agreeing internal deadlines internally and with partners for submission of their respective reports, providing written documentation on MEAL activities and indicator results for progress and annual reports, as appropriate.
Provide leadership and direction on MEAL to ensure the program achieves its goals and corresponding objectives and targets.
Lead efforts to monitor and evaluate projects interventions, document results and provide feedback to stakeholders to guide decision-making.
Provide leadership to ensure data capturing, analysis and reporting on Beneficiary Feedback Mechanism (BFM), Value for Money (VFM), and human-interest histories (case studies) from each of the programmes.
Improve quality of data through data verification procedures, including routine data quality audits.
Supports the documentation and dissemination of lessons and best practices and facilitates the use of such data to drive program design, decision making and advocacy purposes.
Promote and support the dissemination of project information amongst HHF team, Board Directors and Other Stakeholders.
New Business Development strategy
Develop and implement a comprehensive fundraising strategy that aligns with the HHF Vision, mission, goals, and objectives.
Lead the mapping process for selecting partners, Private sectors, Private individuals, Higher Institutions, and others working closely with the HHF to identify selection criteria and make sure selection is transparent and well documented.
Manage and handle the administration of pre-award due diligence processes with all new sub-awardees. Identify specific risk factors associated with the award, and the identification and implementation of appropriate measures to manage those risks.
Conduct market analysis and research to identify potential funding sources, including government grants, private foundations, corporate sponsorships, and individual donors.
Set fundraising targets and goals, tracking progress and ensuring accountability for achieving objectives.
preparation and submission of high-quality grant proposals, ensuring compliance with donor guidelines and requirements.
Resource Mobilization Activity
Provide visionary leadership and strategic direction in the development and execution of resource mobilization strategies to advance HHF's mission and objectives.
Cultivate and nurture relationships with donors, partners, government entities, and other stakeholders to build strategic alliances and secure support for HHF's initiatives.
Identify, cultivate, and leverage strategic partnerships to expand HHF's reach, influence, and impact, driving forward our collective mission for positive change.
Develop and implement innovative fundraising strategies, leveraging diverse funding streams, including major gifts, grants, corporate partnerships, and individual donors, to ensure financial sustainability and growth.
Lead the development of compelling funding proposals, grant applications, and donor reports, ensuring alignment with donor priorities and organizational objectives.
Drive resource mobilization efforts by identifying and pursuing funding opportunities, cultivating donor relationships, and effectively communicating our impact and value proposition.
Oversee HHF's public relations activities, including media relations, press releases, and promotional campaigns, to amplify our message, enhance our visibility, and strengthen our reputation.
Develop and implement a comprehensive digital communication strategy, harnessing the power of digital channels and platforms to engage stakeholders, drive advocacy, and support fundraising efforts.
Establish robust monitoring and evaluation mechanisms to track the effectiveness of resource mobilization efforts, enabling data-driven decision-making and continuous improvement.

Qualifications:
Minimum of Bachelor’s degree in a relevant field; Master’s degree and above is preferred.
Minimum of 4 years for BA/BSC and 3 year MA /MSC of senior management experience in a NGOs organization.
Demonstrated experience in MEAL, fundraising and Business Development.
Excellent verbal and written communication skills in both English and Afaan Oromo.
Deep understanding of the Oromo culture and a commitment to social justice and equity principles.
Proven ability to work collaboratively with diverse groups, including community leaders, activists, donors, and governmental agencies.
Strong strategic thinking and an entrepreneurial spirit, with a track record of innovation and initiative.
