Mary Joy Ethiopia is a nonprofit development oriented organization serves the community for the past 32+ years dedicated to improving the lives of vulnerable communities by advancing and implementing integrated development program focuses on livelihood enhancement, education and heath with cross cutting issues of children empowerment, environmental protection, Adolescent and Youth Sexual Reproductive Health and HIV/AIDS and inclusiveness. For the USAID funded project, Family Focused HIV Prevention Care and Treatment Services South Ethiopia region Mary Joy seeks to recruit Grant and Compliance Officer on the base of the following requirements.
JOB SUMMARY
The Grant and Compliance Officer is responsible for the effective and compliant administration of grants and sub-awards under USAID-funded projects. This role ensures adherence to USAID regulations, donor requirements, and internal organizational policies. The Officer plays a critical role in sub-recipient management, compliance monitoring, capacity building, risk mitigation, and audit preparedness, thereby contributing to the integrity and success of the project.

LOCATION: Addis Ababa
EMPLOYMENT TYPE: Full-Time for Six Months, with possible extension contingent on funding availability.

DEADLINE:- July 18/2025
1. Grants and Sub-awards Management
Support the full cycle of grants management, including solicitation, evaluation, selection, negotiation, award, monitoring, and close-out.
Prepare grant agreements, amendments, and modifications using standard USAID templates and organization-approved formats.
Maintain a comprehensive grant tracking system to monitor status, funding obligations, deliverables, and reporting requirements.
Review grant budgets for accuracy, allowability, allocability, and reasonableness in line with USAID cost principles.
Support program staff in drafting Scopes of Work (SoWs), Requests for Applications (RFAs), and other grant-related documents.
2. Compliance Oversight
Ensure strict compliance with USAID rules and regulations including 2 CFR 200, ADS series, and the USAID Standard Provisions for U.S. and Non-U.S. organizations.
Conduct pre-award assessments and due diligence of potential sub-recipients to evaluate capacity, internal controls, financial management systems, and compliance risks.
Perform periodic compliance reviews of sub-recipients, including site visits, desk reviews, and transaction testing.
Identify instances of non-compliance and work with sub-recipients and internal teams to implement corrective action plans.
Maintain up-to-date knowledge of USAID regulatory changes and advise management on implications and necessary adjustments.
3. Sub-Recipient Monitoring
Develop monitoring plans tailored to each sub-recipient’s risk level.
Review sub-recipient narrative and financial reports for compliance with grant terms and accuracy of data.
Track sub-recipient expenditures against approved budgets and raise concerns over variances or potential misuse of funds.
Ensure timely processing of sub-award payments in coordination with Finance.
Maintain meticulous sub-recipient files for audit readiness.
4. Capacity Building
Provide technical assistance and training to sub-recipients on USAID compliance requirements, financial management, procurement standards, and reporting obligations.
Develop materials and deliver training sessions for internal staff on USAID grants regulations and best practices.
Support sub-recipients in developing and improving policies, procedures, and systems to enhance compliance and program effectiveness.
5. Reporting and Documentation
Assist in the preparation of regular donor reports related to grants and compliance, ensuring data accuracy and timeliness.
Maintain comprehensive grant files and ensure proper documentation of all compliance activities, correspondence, monitoring reports, and follow-up actions.
Support internal and external audits by preparing schedules, gathering documentation, and responding to audit inquiries.
6. Coordination and Communication
Collaborate with program, finance, procurement, and monitoring teams to ensure integrated project implementation and compliance.
Serve as a point of contact for grants-related queries from staff, sub-recipients, and partners.
Escalate significant issues of compliance or financial risk to management promptly.
Working Conditions
Occasional travel within the project sites is required for monitoring visits or training.
Work may involve periods of high pressure and tight deadlines.

Qualifications
Bachelor’s degree in Business Administration, Finance, Accounting, International Development, or a related field. A Master’s degree preferred.
Minimum of 3–5 years of experience in grants management and compliance, preferably under USAID-funded programs.
Strong knowledge of USAID regulations, including:
2 CFR 200 (Uniform Guidance)
USAID ADS Series (esp. ADS 303)
USAID Standard Provisions for US and Non-US organizations
Experience conducting risk assessments, financial reviews, and monitoring of sub-awardees.
Strong understanding of budgeting, cost principles, and financial reporting under USAID awards.
Demonstrated ability to build capacity and deliver training sessions.
Excellent organizational and problem-solving skills.
High attention to detail and ability to manage multiple priorities under tight deadlines.
Excellent communication skills in English, both written and verbal.
Proficiency in MS Office (especially Excel, Word, PowerPoint).
Experience with grant management systems or databases is an advantage.
Knowledge of local languages an added benefit.
