Job Description

The International Institute for Primary Health Care-Ethiopia (IPHC-E) serves as a dynamic center dedicated to strengthening primary health care (PHC) systems, especially in low- and middle-income countries. At the heart of IPHC-E’s mission is the advancement of equitable, resilient, and high-quality PHC systems designed to meet the needs of diverse populations. The Institute delivers technical expertise, policy guidance, and innovative solutions that empower governments and health institutions to drive impactful change. By translating research into practical policy, fostering cross-sector collaboration, and promoting adaptive leadership, IPHC-E enables countries to design and implement transformative health reforms that elevate population health outcomes.

To sustain its expanding portfolio of strategic initiatives, IPHC-E is seeking a proactive and strategic Senior Associate to anchor key initiatives focused on strategy formulation, analytics, project delivery, and implementation excellence.

A Dynamic Opportunity to Lead and Drive Transformative Health Initiatives

The Senior Associate plays a pivotal role within the Institute, overseeing strategic projects and initiatives to ensure high-quality execution and impactful outcomes. This role demands a professional with strategic foresight, project management proficiency, and a deep understanding of health systems, particularly within low- and middle-income country contexts. As a Senior Associate, you will be responsible for delivering strong analytical rigor, engaging effectively with stakeholders, and driving the success of high-impact health projects. Additionally, you will support senior leadership decision-making and foster cross-functional collaboration, all while contributing to the advancement of the Institute's strategic objectives.

Key Responsibilities

A. Strategic Leadership & Project Management

  • Lead and manage strategic initiatives across critical thematic areas (e.g., PHC financing, workforce strategy, service delivery optimization, digital health, etc.).

  • Oversee the full project lifecycle, including scoping, planning, resource allocation, execution, stakeholder engagement, monitoring, evaluation, and reporting.

  • Collaborate with cross-functional teams to ensure effective and timely delivery of programs.

  • Work with the wider Programme team to plan and oversee implementation of initiatives 1.

  • Support on contract management and reporting.

B. Technical Analysis & Insight Generation

  • Drive structured problem-solving, policy analysis, data modelling, and strategic insights to inform PHC system transformation.

  • Provide expert analysis and recommendations in PHC program design and planning.

  • Produce and present clear, insightful, and visually engaging reports, presentations, policy briefs, and decision-making tools for senior stakeholders.

C. Stakeholder Engagement & Representation

  • Engage proactively and strategically with senior government officials, development partners, technical experts, and internal teams.

  • Represent the Institute at national and international forums, workshops, and strategic dialogues.

  • Maintain accurate records of stakeholder communications and status updates on shared systems.

D. Team Leadership & Capacity Building

  • Supervise, mentor, and build capacity of junior staff (e.g., Analysts and Associates), ensuring high-quality outputs and professional development

Job Requirements

The ideal candidate for the Senior Associate position will hold a Master’s degree in Public Health, Public Policy, Economics, Business Administration, Global Health, relevant quantitative fields or a closely related discipline. Candidates with a Bachelor’s degree and substantial additional professional experience may also be considered.

  • Professional Experience: A minimum of 6–8 years of progressive experience in strategy, analytics, project delivery, or similar roles. Demonstrated success in management consulting, public sector advisory, or international development is highly desirable.

  • Sector Expertise: Proven ability to lead and deliver complex projects within the health sector or across multiple sectors; experience working with Ethiopian or comparable LMIC health systems is particularly valued.

  • Analytical and Problem-Solving Skills: Exceptional capability in analytical reasoning, strategic thinking, and resolving complex challenges.

  • Project Management: Advanced organizational skills with a proven track record managing multiple priorities and producing high-quality outcomes under tight deadlines.

  • Communication: Outstanding written and verbal communication skills in both English and Amharic. Additional proficiency in other regional languages is an asset.

  • Collaboration and Leadership: Strong interpersonal skills, stakeholder management expertise, and a demonstrated ability to provide leadership and collaborate effectively within teams.

  • Technical Proficiency: Advanced skills in Microsoft PowerPoint, Excel, and Word are required. Familiarity with data visualization tools or analytics software will be considered a strong advantage.

The successful Senior Associate will be proactive, accountable, and committed to delivering excellence. They will demonstrate initiative, adaptability, and a collaborative approach, ready to contribute meaningfully to both team capacity building and organizational objectives.
