Job Description

Clinton Health Access Initiative (CHAI) is a global health organization committed to saving lives and improving health outcomes in low- and middle-income countries by enabling the government and private sector to strengthen and sustain quality health systems. CHAI has been operational in Ethiopia since 2005 and currently supports the Ethiopian health system through nine different programs: Reproductive, Maternal and Neonatal Health, Vaccine Introduction, Non-Communicable Diseases (NCDs), Laboratory Services, HIV, Health Financing, Essential Medicines, NTD and Assistive Technology.

The Surveillance Officer will be seconded to the Ethiopian Public Health Institute (EPHI) to strengthen public health preparedness, early warning, surveillance response systems, ensuring early detection, timely reporting, and effective response to priority diseases and public health threats.

Objectives

  • Ensure accurate collection, analysis, and dissemination of surveillance data.

  • Advance digitization of surveillance systems.

  • Enhance outbreak investigation and response capabilities.

Key Responsibilities

  1. Surveillance Strengthening:

    • Support EPHI in optimizing surveillance systems for timely outbreak detection.

    • Integrate epidemiology, laboratory, and contextual data for decision-making.

    • Implement and evaluate 7-1-7 metrics for response effectiveness.

  2. Digitization & Capacity Building:

    • Lead PHEM digitization initiatives.

    • Conduct gap analyses and organize training programs for national/subnational workforce capacity.

    • Develop surveillance guidelines, policies, and preparedness plans.

  3. Coordination & Response:

    • Provide technical support for data analysis, visualization, and PHEOC efficiency.

    • Represent the organization in national emergency meetings/TWGs.

    • Facilitate multi-hazard risk assessments for early warning systems.

  4. Reporting & Knowledge Management:

    • Prepare technical reports, presentations, and policy briefs.

    • Document outbreaks, response actions, and lessons learned.

    • Submit monthly/quarterly/annual reports.

Deliverables

  • Timely surveillance reports 

  • Enhanced surveillance performance indicators.

  • Information products (dashboards, bulletins) shared within 24–48 hours.

  • Documented outbreak investigations and response evaluations.

  • Trained health workforce (reports and post-training assessments).

Job Requirements

Qualifications

  • Essential:

    • Medical Degree (MD) or bachelor’s or Master’s Degree in discipline closely related to health or Master’s degree in public health

  • Experience:

    • Minimum 5 years in public health, preferably in disease surveillance or outbreak response at national/subnational levels.

    • Proficiency in data analysis tools (Excel, Power BI, DHIS2).

    • Experience in fieldwork (hardship settings is an asset).

    • Strong stakeholder engagement and communication skills.
