Programme Performance and Learning Co-ordinator, ActionAid Ireland
Salary: to be negotiated depending on experience, fixed term contract to December 2027.
Location: Kenya, Nepal or Ethiopia with international travel

ActionAid works with women and children who are excluded and live in poverty, as they take the lead in claiming their human rights and changing systems in society that are unjust. The women in these communities take the lead - they decide their priorities, and we support them as they engage with the rest of their community and the wider power structures in society, to bring about change for the better that benefits the whole community. ActionAid Ireland’s strategy 2022-2027 is to create a just and caring world where women’s human rights are respected through addressing the structural causes of Gender Based Violence (GBV), promoting women’s leadership in humanitarian contexts and amplifying feminist alternatives on economic and climate justice. Human rights-based approaches are at the heart of ActionAid’s work.
This is an exciting opportunity for an experienced programme advisor, with a strong understanding of monitoring, evaluation, and learning (MEL) in development and humanitarian programming. You will be part of a passionate, committed programme team working to deliver on ActionAid Ireland’s strategy. You will have experience in working in complex contexts specifically on women’s rights, gender equality and or GBV. You will also have strong experience in ensuring high standards of programme quality and providing support on participatory, feminist, and adaptive MEL practices.
You will be responsible for implementing a monitoring, evaluation and learning system for our multi-country Women’s Rights Programme III (2023-2027) in Nepal, Ethiopia and Kenya funded by the Irish Government. The programme seeks to address gender-based violence, women’s economic empowerment and climate change. You will work closely with monitoring, evaluation and learning staff and drive systematic evidence-based learning throughout programme implementation. You will deliver on donor reporting requirements, especially in coordinating Results Framework and drafting narrative reports.
You will nurture a culture of reflection and learning across the programme where there is regular experience sharing, analysis and research that contributes to implementation. You will also ensure that learning and impact is harmonised across programmes.
You will be a champion for women’s and girls’ rights, committed to shifting power and passionate about feminist change and leadership. You will be an empathetic and supportive colleague, able to build trusting and authentic relationships with colleagues and partners.
Postholders must be legally able to work in Kenya, Nepal or Ethiopia. Please note that the position is subject to Irish Aid funding and will be terminated with one month notice period if the funding is not forthcoming.

Essential
A degree in a field relevant to the role - Development Studies, Gender, Social Science, Human Rights, or other relevant humanities.
At least 5 years’ experience working on MEL in Africa or Asia.
Substantial experience of providing leadership, support and guidance on participatory MEL across development programmes/projects – particularly in multi-country settings.
Strong technical and coordination skills and ability to motivate teams.
Knowledge and experience of adaptive approaches.
Ability to travel regularly to programme countries, including Ireland.
Applied knowledge of the programme cycle including context analysis and problem analysis, design, planning and management, and monitoring and evaluation.
Strong training and facilitation skills and ability to identify capacity building needs.
Strong networking/relationship-building skills to work well with and influence diverse stakeholders in a multi-cultural environment
Strong ability to work in a very participative manner with programme participants.
Excellent skills in information/data analysis, including consolidation and analysis of data across countries; excellent skills in report writing.
Excellent problem-solving skills, resourcefulness to understand and synthesise diverging points of view.
Energetic, enthusiastic, and interested in learning within a political, changing and diverse work environment.
Excellent communication skills (verbal and written) in English to work well in a cross-regional and multi-cultural context
Desirable
A post graduate qualification in a related field
Dedicated experience working on research in a related field.
Experience working on feminist approaches, human rights, access to justice, climate justice or economic justice.
Experience in working effectively with civil society in Africa and Asia.
A working knowledge of a language relevant to ActionAid Ireland’s programme countries
