Job Description

The Chief Technical Officer (CTO) is a C-level strategic leader responsible for driving the technical direction and execution of OVID’s real estate and development projects. Reporting directly to the CEO, the CTO provides comprehensive oversight to three mission-critical wings: Technical Engineering, Procurement, and Technical Planning, Monitoring & Evaluation (TPME).

This role ensures all technical operations — from concept to completion — are executed with excellence, innovation, and alignment to OVID’s long-term growth ambitions. The CTO plays a vital role in leading project implementation, enforcing quality and compliance, guiding strategic procurement, and integrating data-driven planning. As a core member of the executive team, the CTO collaborates closely with the COO, CCO, CFO, CHR, and PMO to ensure operational readiness, customer satisfaction, and value-driven delivery across all business lines.

Top Roles and Responsibilities:

Strategic & Executive Leadership (New Section)

  • Serve as the company’s top authority on technical matters, offering executive-level insight to guide project selection, design decisions, and resource allocation.

  • Lead the company’s technical innovation agenda, including digital transformation, BIM integration, new construction methodologies, and material efficiency.

  • Champion value engineering, ensuring every design and procurement decision delivers optimum functionality, durability, cost-efficiency, and customer appeal.

  • Position OVID as a benchmark for technical excellence in the real estate and construction sectors — both locally and regionally.

  • Drive a long-term vision for sustainable design, green building principles, and climate-resilient infrastructure.

  • Represent the company in technical forums, partner evaluations, engineering associations, and government/regulatory engagements.

  • Influence strategic decision-making at the board level by providing insights on feasibility, site suitability, design optimization, and operational risk.

  • Create and lead the Technical Governance Framework, ensuring consistency, compliance, innovation, and continuous improvement across all wings.

Technical Strategy & Engineering Oversight

  • Provide executive oversight to engineering design, drawings, site supervision, quality control, and contract engineering.

  • Develop and enforce SOPs for design reviews, technical submissions, inspections, and site reporting.

  • Ensure safety, compliance, and design excellence in all projects under development and implementation.

Technical Planning, Monitoring & Evaluation (TPME)

  • Lead the planning, estimation, and scheduling of all project scopes through the TPME team.

  • Oversee BOQs, cost forecasting, work breakdown structures, and milestone monitoring.

  • Maintain visibility on all execution risks, progress variance, and resource alignment.

Procurement Oversight

  • Ensure the timely and cost-efficient procurement of materials, equipment, and services aligned with technical and construction needs.

  • Lead procurement planning, vendor selection, contract negotiation, and compliance monitoring.

  • Guide sourcing strategy for critical items, long-lead components, and imported materials.

Project Implementation & Collaboration

  • Align engineering execution with sales targets, operational readiness, and customer handover timelines.

  • Work cross-functionally with the COO and CCO to ensure technical delivery supports business outcomes.

  • Resolve technical conflicts across projects and serve as escalation authority for implementation issues.

Compliance, Quality & Innovation

  • Lead compliance with all building codes, environmental standards, engineering norms, and regulatory bodies.

  • Promote a culture of technical excellence, innovation, and accountability.

  • Drive adoption of construction tech, automation, documentation systems, and digital dashboards.

Team Leadership & Capability Development

  • Build a best-in-class technical organization across all three wings: Engineering, TPME, and Procurement.

  • Define technical roles, KPIs, and succession plans. Mentor department heads and build a high-performance technical culture.

Reporting & Executive Communication

  • Deliver weekly and monthly reports on technical progress, risk, procurement, and resource utilization.

  • Prepare presentations and technical inputs for CEO briefings, investor decks, or board-level meetings.

  • Support business case development with technical insights during investment or expansion decisions.

Other Duties

  • Perform additional executive tasks as delegated by the CEO.

Success Metrics / Key Deliverables:

  • 100% regulatory and design compliance on all projects

  • On-time and on-budget delivery of technical milestones

  • Accuracy in forecasts, cost estimation, and procurement delivery

  • Reduction in rework, defects, and change requests

  • Measurable improvement in design innovation and construction efficiency

  • Technical team engagement, retention, and capability growth

  • Smooth collaboration and project synchronization with commercial and operations units

Job Requirements

Educational Qualification:

  • Master’s degree in Civil Engineering, Construction Management, Architecture, or related technical discipline

  • Certifications in Project Management (PMP), BIM, Lean Construction, or Procurement are a strong asset

Experience:

  • Minimum of 15 years in engineering, construction, or technical project leadership

  • At least 7 years in a senior executive, technical director, or CTO-equivalent role

  • Real estate, infrastructure, and design-build experience highly preferred
