Job Description

The Opportunity 

This is a new and key role within PIE and will use, analysis, collection and processing of data and information from within PIE, Plan more generally and from external sources is a vital part of our drive to develop an evidential base for our work in both the development and humanitarian spheres. This, in turn, allows us to influence donors and other stakeholders as well as develop the organisation at both the programme and strategic levels.  

The post holder will run an efficient department and work across the Programme and Portfolio department to influence other functions and departments within PIE, especially programme managers to undertake their responsibilities towards data, collection and use. Of equal importance is ensuring that data is disseminated in a way that it can be used and that lessons are both learnt and used to develop our approach and practices.

Duties & Responsibilities:

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

  • Ensures that the team members under supervision are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;

  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.

  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. 

Job Requirements

The Individual

  • Master’s degree in Monitoring & Evaluation, Statistics, Development Studies, Gender Studies, or a related field

  • Minimum of 7 years of progressively responsible experience in MERL, Program Quality, Data Management, or a similar role within the development or humanitarian sector of which at least 3 years in managerial position

  • Proven experience working with international non-governmental organizations (INGOs), ideally within a country office context, understanding their operational complexities and reporting requirements.

  • Experience working in fragile, complex, or low-resource settings, ideally in Ethiopia, including navigating security concerns, cultural diversity, and other operational challenges.

  • Experience in leading or mentoring M&E/Quality teams, supervising staff, and building their technical capacities

  • Experience across various thematic areas relevant to Plan International (e.g., Protection, SRH, education, WASH, health, livelihoods) is highly beneficial.
