Light for the World is a global development organisation. We empower people with disabilities and enable eye health services in low-income countries. Over the last three decades we improved health systems, enabled education for all, and amplified the voices of people with disabilities. We focus on the poorest and hardest to reach because that’s where we will have the biggest impact.

In Ethiopia, our country strategy for the year 2021-2025 focuses on Eye Health, Inclusive Economic Empowerment, Neglected Tropical Diseases (NTDs), Inclusive Education and Humanitarian Action. Advocacy and disability inclusion are cross cutting theme. Currently, Light for the World Ethiopia is supporting projects in Addis Ababa City Administration, Amhara, Tigray, Oromia, Sidama, and SNNP regions. 

Light for the world therefore seeks the services of an experienced and self-driven person to lead this innovative and ambitious project hence the vacancy below.

Job Title: Monitoring &Evaluation (M&E) Officer

Contract length: up to 31 Dec 2025 with the possibility of extension on project fund availability

Reports to: MERLA Manager

Location: Addis Ababa, Ethiopia

Number of Posts- 1 (One)

Job Purpose

The M&E Officer will be responsible for designing, coordinating, and implementing the monitoring and evaluation, research, and learning framework of the Onchocerciasis and LF elimination programs. The role includes tracking treatment coverage, entomological and parasitological survey data, and laboratory test outcomes to support program effectiveness, quality assurance, and adaptive learning.

Duties & Responsibilities:

 M&E Planning and Framework Development

  • Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems

  • Develop and implement a robust monitoring and evaluation system to ensure tracking.

  • Develop/ adopt an integrated database and ensure accountability through regular data updates, data integrity and working in collaboration with the field data collectors.

  • Work with program staffs to ensure the collection of relevant and appropriate data needed for an effective MERLA system which will be utilized in monitoring strengths, weaknesses and gaps in programs implementation and for reporting on donor commitments.

  • Review existing data collection tools for the programs and lead the ongoing digitalization effort for reporting and data management.

  • Incorporate field and technical team feedback to ensure the continuous improvement of data management systems within Light for the World.

Field Monitoring and Supervision

  • Coordinate field visits to supervise MDA campaigns, entomological surveys, Monitor programs’ activities and progress towards achieving the program outputs.

  • Identify strategies for improving the efficiency and effectiveness of programs implementation by identifying bottlenecks in completing and reaching targets in programs activities and developing plans to minimize or eliminate such bottlenecks

  • Provide statistical input for monthly, quarterly and half-yearly programs reports.

  • Provide evidence-based data and information to the technical team to develop progress reports, technical papers, success stories, case studies, etc.; recommend improvements to meet activity goals

  • The M&E officer is responsible for leading the development of the data analytics framework, capacity building, technical support and systems development for better performance data collection, reliability, and quality based on agreed indicators to guide decision making.

  • Maintain and administer the M&E database; analyze and aggregate findings

  • Timely plan and initiate all pre-and -post intervention assessments, surveys and other types of assessments as needed per program.

  • Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.

  • Organize and undertake training with collaborating/implementing partners on M&E as required

  • Collect data on a regular basis to measure achievement against the performance indicators.

  • Perform other task as recommended by line, manager

  • Work closely with national, regional, and district NTD focal persons and implementing partners.

  • Participate in technical working groups, coordination meetings, and planning sessions.

  • Provide M&E input during strategy development, funding proposals, and program reviews.

Assessments, Surveys and Evaluation

Key Competencies

  • Strong understanding of M&E concepts, tools, and approaches in health programs.

  • Solid knowledge of WHO/ESPEN guidelines on Onchocerciasis and LF.

  • Strong communication and report-writing skills.

  • Capacity to work independently in challenging field conditions.

  • Ability to mentor and supervise field teams and data collectors.

Desirable Skills

  • Experience with GIS tools (e.g., QGIS, ArcGIS) for mapping survey and treatment data.

  • Familiarity with national NTD databases and health information systems (e.g., DHIS2).

  • Experience in designing and implementing qualitative studies, analyzing qualitative data and generating learning for programmatic use.

  • Ability to work in a fast-paced environment and meet deadlines under pressure.

  • Capacity to prioritize and manage multiple tasks.

  • Strong organizational skills

  • Proven ability to work effectively in a team-oriented setting while also taking initiative to complete assigned tasks with high quality and within tight timelines.

  • High level of integrity

  • Ability to communicate respectfully in a multi-cultural environment.

  • Outstanding communication and interpersonal skills.

Job Requirements

Qualifications and Experience

  • Bachelor’s or master’s degree in public health, Epidemiology, Monitoring & Evaluation, Health Informatics, or related field.

  • Minimum 5 years of experience in M&E for public health or NTD programs in NGOs settings.

  • Demonstrated experience with disease mapping, MDA monitoring, TAS, and field surveys.

  • Proficiency in data analysis software (e.g., Excel, SPSS, STATA) and mobile data collection platforms.

  • Prior experience working on Onchocerciasis and/or LF elimination programs is highly desirable.
