In Ethiopia, we have been a long-standing development partner to the Government of Ethiopia, engaged in the priority areas of the Ethiopian-German Development Cooperation, amongst others in Technical Vocational Education and Training (TVET), Private Sector and Financial Sector Development as well as rural development and agriculture.

From our office in Addis Ababa we also manage KfW’s portfolio with the African Union. This portfolio focuses on the sectors of sustainable economic development, training and employment as well as health.

Whom we look for

KfW Office Addis Ababa is looking for an ambitious, experienced and highly qualified expert for the position of a Program Officer for Development projects in the sector of Technical and Vocational Education and Training (TVET) for the bilateral portfolio with Ethiopia, the African Union and the EU. Applications of mid-career professionals and women are particularly encouraged.

Our well-established portfolio with Ethiopia focuses on the support of the development of a modern vocational training system. An economy cannot develop sustainably and on a large scale without a qualified non-academic workforce. In vocational training in particular, the training and teaching curricula are still poorly aligned with the actual needs of companies, and teaching infrastructure is inadequate. The portfolio entails both projects financed by the German Government and the European Union.

You will be working in an international, diverse, and challenging environment and offered an attractive remuneration package. You will receive on-the-job training in Ethiopia and join trainings held online and at our head office in Frankfurt, Germany.

What are the main duties and responsibilities

In close collaboration with the portfolio managers at headquarter, and under the supervision of the Director of the KfW Office in Addis Ababa and technical guidance of a Head of Division in HQ, you will support the conceptual and organizational preparation, appraisal, management and monitoring of the projects assigned to you. You will be a focal point and relationship builder for the portfolio with our Ethiopian partners. 

Your tasks include the following responsibilities:

  • Observe and analyze the economic, political and other relevant developments in the sector and explore potential future areas of intervention;

  • Establish close and reliable working relationships with relevant counterparts in the Ethiopian Government as well as German and international development partners;

  • Support Ethiopian partner institutions in implementing the projects, including financial monitoring;

  • Contribute to project appraisal reports and support negotiation of financing contracts;

  • Support and follow-up on project implementation, such as procurement processes, progress monitoring, reporting, flow of funds and processing of disbursement requests;

  • Support KfW’s work along the project cycle from project preparation to final evaluation by amongst others submitting English text passages / documents, e.g. relating to the country context, project progress, sectoral and partner developments as requested by KfW HQ;

  • Participate in sector meetings organized by Ethiopian partner institutions and contribute to technical discussions;

  • Prepare and support appropriate communication on the portfolio;

  • Prepare and support project missions (e.g. by KfW HQ);

  • Work closely with consultants and provide proactive feedback on their reports;

  • Work closely with project managers in Frankfurt and the team in KfW´s office in Addis Ababa, actively identifying solutions to pending issues or persisting challenges.

  • Support on other tasks in KfW´s office in Addis Ababa.

Job Requirements

Job related profile (know how and social competence related skills) Requirements and skills are, inter alia,

  • A strong academic track-record, demonstrated by a Master’s Degree from a reputed university with well above-average marks;

  • At least 7 years of relevant working experience, ideally related to the planning/implementation of projects in the area of Technical and Vocational Education and Training;

  • Experience within development cooperation either in the Ethiopian Government, one of Ethiopia´s development partners or consulting sector; work experience at the Ministry of Labor and Skills will be considered a strong asset;

  • Experience with budget support modalities, result-based-finance or basket-financing will be considered an asset;

  • Demonstrated a pro-active, solution-oriented and positive work attitude;

  • Excellent analytical and problem-solving abilities, enabling you to break down complex tasks into concrete actions in order to meet tight deadlines;

  • Excellent communication skills with the ability to express ideas clearly and effectively, both orally and in writing as well as in intercultural settings and remote working environments;

  • An excellent proficiency in English, both orally and in writing;

  • Strong negotiation skills, able to understand other stakeholders’ interest and to develop mutually-beneficial solution strategies;

  • Ability to establish working relationships with higher-level government officials and representatives from other development partners;

  • The ability to integrate into a culturally diverse, interdisciplinary team;

  • The willingness to travel within the country, potentially in Eastern Africa, as well as to Germany as required.
