Brief Organizational Introduction and Project Overview: 

REACH Ethiopia is a nonprofit organization registered as an Ethiopian Residents Charity, dedicated to community development through innovative projects. Since 2013, it has implemented community-based TB care and integrated health service projects in Sidama, Central Ethiopia, South Ethiopia, Tigray, parts of Oromia and Afar Regions. Currently, in collaboration with the Ministry of Health and Regional Health Bureaus, REACH Ethiopia is implementing various projects including new project called USAID- Urban TB LON-II. 

The USAID URBAN TB LON II Project is an ambitious initiative aimed at addressing the urban tuberculosis (TB) challenge in Ethiopia. Focused on the city administrations of Addis Ababa, Shaggar, Harar, and Diredawa, the project's primary goals include identifying missed TB cases, delivering patient-centered care, and fostering innovative solutions to combat TB. This project is pivotal in enhancing TB detection and treatment, with an overarching aim to reduce TB prevalence and mortality in urban environments.

The primary goals of the USAID URBAN TB LON II Hot SPOT site Regional and central Coordinator

The USAID URBAN TB LON II Hot Spot Regions Regional and Central Coordinator will play a critical role in providing comprehensive technical and coordination support for the successful implementation of the project across its designated hot spot regions and centrally. This position is accountable to the Chief of Party and will ensure alignment with project goals, national guidelines, and USAID requirements. The coordinator will be instrumental in bridging central strategic directives with regional implementation realities, fostering collaboration, and driving efforts to achieve project targets.

I. Key Roles and Responsibilities:

A. Project Coordination and Management:

  • Serve as a key liaison between the central project management unit and regional implementation teams, ensuring seamless communication and coordination.

  • Support the Chief of Party in developing, reviewing, and refining annual work plans, biannual revisions, and quarterly plans, ensuring realism, completeness, and compliance with project objectives and USAID regulations.

  • Monitor progress of project activities in hot spot regions against established targets and timelines, identifying bottlenecks and proposing solutions.

  • Facilitate regular coordination meetings and reviews with regional teams, government stakeholders, and partners to ensure alignment and address implementation challenges.

  • Contribute to the preparation of high-quality periodic project reports (quarterly, annual, and ad-hoc) for USAID and other stakeholders, synthesizing regional progress and challenges.

  • Ensure the timely deployment of financial and human resources to regional teams for program success.

B. Technical Leadership and Support:

  • Provide high-level technical guidance and support to regional and central teams on the implementation of community-based TB case finding, contact investigation, screening, TB treatment adherence, and TB Preventive Therapy (TPT) activities.

  • Ensure all interventions are aligned with national TB control guidelines, USAID TB strategy, and the global accelerator plan to end TB.

  • Support the integration of TB/HIV services and coordinate with relevant health programs to ensure comprehensive care in hot spot regions.

  • Assist in the scale-up of differentiated TB case-finding approaches, including community-based screening, active case finding using innovative technologies (e.g., ultra-portable digital X-ray with AI), and private sector engagement.

  • Support quality improvement initiatives to strengthen TB service delivery across health facilities and community settings in the target regions.

  • Contribute to the identification of key issues and priorities in line with USAID URBAN TB LON II objectives for effective TB control in hot spot areas.

  • Actively share knowledge, best practices, and lessons learned from hot spot region implementation with other project areas and stakeholders.

C. Capacity Building and Mentorship:

  • Provide direct technical assistance, mentorship, and capacity-building support to regional project staff, Zonal and Woreda TB Officers, Health Extension Workers (HEWs), and community health workers.

  • Support the development and implementation of training programs to enhance the skills and knowledge of project staff and partners in TB control.

  • Foster a culture of learning and continuous improvement within the regional and central teams.

D. Stakeholder Engagement and Partnerships:

  • Support the Chief of Party in building and maintaining strong collaborative relationships with key stakeholders, including the Ministry of Health, Regional Health Bureaus, Zonal Health Departments, Woreda Health Offices, implementing partners, and community-based organizations.

  • Represent the project in relevant regional and national technical working groups, stakeholder forums, and coordination platforms as assigned by the Chief of Party.

  • Engage with stakeholders to ensure necessary resources, logistical support, and community buy-in for TB initiatives in hot spot regions.

E. Monitoring, Evaluation, and Learning (MEL):

  • Work closely with the MEL team to ensure robust data collection, analysis, and use for program improvement in hot spot regions.

  • Monitor program performance through regular reporting and data analysis, identifying areas for adjustment and improvement.

  • Support documentation of best practices, success stories, and lessons learned from the hot spot regions for knowledge sharing and dissemination.

Job Requirements

II. Expected Qualifications:

  • Education: Master's in Public Health (MPH) or above, or a related field (e.g., Epidemiology, Health Management, International Health).

  • Experience:

    • Minimum of 7 years or more of progressive experience in managing and coordinating health programs, specifically within the context of USAID-funded projects.

    • Demonstrated extensive experience and knowledge in Tuberculosis       program implementation, control, and prevention, including drug-resistant TB.

    • Proven experience and strong knowledge of USAID TB strategy and the Global Accelerator Plan to End TB.

    • Significant experience in working with diverse stakeholders, including government ministries, regional and local health authorities, NGOs, and community organizations.

    • Demonstrated experience in project coordination, technical assistance provision, and capacity building.

    • Previous experience working in urban and hot spot areas in Ethiopia or similar contexts is highly desirable.

  • Knowledge and Skills:

    • In-depth understanding of the Ethiopian health system and the national TB control program guidelines.

    • Strong analytical skills and ability to interpret complex data for program improvement.

    • Excellent communication, presentation, and interpersonal skills, with fluency in written and spoken English. Proficiency in Amharic and other local languages is an advantage.

    • Proven leadership and management skills, with the ability to inspire and mentor a diverse team.

    • Strong organizational and problem-solving abilities, with attention to detail.

    • Ability to work independently and as part of a team in a fast-paced and dynamic environment.

    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
