Job Description

The Senior HR Operations & Systems Officer is responsible for manage and control the hospital's HR operations, systems, and processes while driving digital transformation initiatives. This role combines operational management with technical expertise to ensure efficient HR service delivery, data integrity, and process optimization. The position plays a critical role in implementing HR systems, process and leveraging technology to support the hospital's workforce management needs.

Duties and Responsibilities:

HR Operations Management 

  • Manage and control daily HR operations and workflow to ensure efficient service delivery

  • Implement HR strategies, initiatives, and programs aligned with hospital objectives

  • Develop and maintain HR standard operating procedures and work instructions

  • Coordinate with department heads on HR operational matters and service delivery

  • Manage HR budget, resources, and operational planning 

  • Serve as an escalation point for complex HR operational issues

  • Monitor HR service delivery metrics and implement improvements

HRIS & Digital Transformation

  • Lead the selection, implementation, and optimization of the hospital's HRIS

  • Ensure data integrity, security, and compliance in all HR systems

  • Drive the digitalization of paper-based HR processes and workflows

  • Develop and maintain digital employee records management system

  • Create and implement data governance protocols for HR information

  • Troubleshoot system issues and serve as primary liaison with Hospital IT and HRIS vendors

  • Train HR staff and managers on HRIS functionality and digital workflows

Process Development & Improvement

  • Design, standardize, and document HR processes and procedures

  • Identify opportunities for process improvement and efficiency gains

  • Implement HR best practices adapted to healthcare environment

  • Lead process reengineering initiatives to support digital transformation

  • Develop workflow automation solutions for routine HR processes

  • Monitor process effectiveness and implement continuous improvement

  • Create and maintain process documentation and training materials

Reporting & Analytics

  • Generate regular and ad-hoc HR reports for leadership and departments

  • Analyze HR metrics, trends, and patterns to identify insights

  • Develop and maintain HR dashboards for key performance indicators

  • Provide data-driven recommendations to support strategic decision-making

  • Conduct workforce analytics to support planning and optimization

  • Prepare compliance-related reports for regulatory requirements

  • Design and implement HR analytics framework aligned with hospital goals

Collaboration and Communication:

  • Work collaboratively with clinical staff, management, and other stakeholders to foster a culture of good working environment.

Job Requirements

Qualifications:

Education & Experience:

  • Bachelor's degree in Human Resources, Business Administration, or related field;

  • Minimum 5-7 years of progressive HR experience, with at least 3 years in HR operations management

  • Experience with HRIS implementation and management

  • Healthcare industry experience is plus

  • HR certification is plus

Knowledge, Skills & Abilities:

  • Strong knowledge of HR operations, systems, and best practices

  • Excellent understanding of HRIS and HR technology solutions

  • Data analysis and reporting skills

  • Strong problem-solving and critical thinking abilities

  • Excellent organizational and time management skills

  • Effective communication and interpersonal skills

  • Ability to manage multiple priorities in a fast-paced environment

  • Knowledge of healthcare regulations and compliance requirements

  • Change management and digital transformation experience
