Empathy for Life Integrated Development Association /ELiDA/ is established in 2008 and licensed by the Authority for Civil Society Organizations (ACSO) with Certificate No. 1143. The Association envisions seeing socially responsible, conscious and productive women and girls who are meaningfully empowered to take part in the leadership and decision-making processes if the Country’s major societal aspects. Likewise, ELiDA exists to exert and contribute to poverty reduction endeavors undertaken in the Country. It is actively working advocating on climate change and environmental protection, promoting girls’ education, womens participation in peacebuilding and conflict resolution, human rights promotion, response to gender-based violence, child protection, and women’s economic empowerment in Addis Ababa, Amhara and Afar, regions. Its key funding partners include UK Aid, UN Women, UN Trust Fund, USAID/IRI, African Women’s Development Fund, UNDP, UNOHCHR, Malala Foundation, and Ethiopian Aid. The GBV Prevention and Response Officers will serve as a critical member of the ELiDA Protection/GBV Unit, operating under the direct supervision of the North Wollo Area Coordinator. This role will also receive technical guidance and support from the Head Office GBV Program and Humanitarian Coordinators. The Officer will be instrumental in implementing comprehensive Gender-Based Violence (GBV) prevention and response activities, ensuring a survivor-centered approach in all interventions. The role requires meticulous reporting and a commitment to upholding the highest standards of protection for vulnerable populations.

Key Responsibilities:

  • Provide comprehensive, confidential, and survivor-centered GBV case management services, including intake, assessment, safety planning, psychosocial support, and referrals to relevant services (medical, legal, shelter, livelihood, etc.).

    • Ensure all case management activities strictly adhere to GBV guiding principles, ethical guidelines, and ELiDA's standard operating procedures.

    • Conduct regular follow-ups with GBV survivors to monitor their well-being and ensure access to required services.

    • Maintain accurate, confidential, and up-to-date case files and documentation in line with data protection protocols.

    • Facilitate Cash for Protection assistance to eligible GBV survivors and at-risk individuals, strictly adhering to the Cash Working Group guidelines and ELiDA's internal policies.

    • Monitor the appropriate utilization of Cash for Protection assistance and provide necessary guidance and support to beneficiaries.

    • Support the establishment, functionality, and daily operations of safe spaces and one-stop centers, ensuring they are welcoming, safe, and accessible to all women and girls.

    • Coordinate with service providers within the one-stop centers to ensure integrated and holistic support for survivors.

    • Actively participate in various protection and GBV coordination meetings at the field level (e.g., GBV Sub-Cluster, Protection Working Group) to represent ELiDA, share updates, and contribute to joint planning. 

    • Foster strong collaborative relationships with consortium partner staff, ensuring seamless integration and coordination of GBV activities within the broader program framework. 

    • Liaise effectively with other humanitarian actors, local authorities, and community leaders to enhance referral pathways and ensure a coordinated response to GBV. 

    • Collaborate closely with internal ELiDA staff across different sectors (e.g., WASH, Health, Livelihoods) to integrate GBV risk mitigation and response across all programming.

    •  Design and implement community mobilization strategies to raise awareness about GBV, its causes, consequences, and available services. 

    •  Organize and facilitate awareness-raising campaigns, workshops, and community dialogues on GBV prevention, gender equality, and positive masculinity.

    • Identify and train community focal points, volunteers, or peer educators to support GBV prevention and response efforts at the community level. 

    • Promote the engagement of men and boys in GBV prevention initiatives and gender equality discussions. 

    • Conduct regular risk assessments to identify and address GBV risks within the community and program activities.

    • Prepare timely, accurate, and high-quality weekly, monthly, and quarterly reports on GBV activities, challenges, and achievements.

    • Contribute to the development of GBV program proposals, concept notes, and donor reports as required. 

    • Ensure proper data collection, management, and analysis for all GBV activities, adhering to ethical and safety standards. 

    • Participate in program monitoring and evaluation activities, including baseline surveys, end-line assessments, and ongoing data collection.

    • Document best practices, lessons learned, and success stories from GBV interventions.

  • Identify training needs for community members, partners, and other stakeholders on GBV prevention and response.

  • Support the delivery of training sessions on GBV basic concepts, survivor-centered approach, and referral mechanisms. 

  • Advocate for the rights and needs of GBV survivors and at-risk individuals within the community and with relevant stakeholders.

Job Requirements

Qualifications:

  •   BA/MA degree in social work, Psychology, Gender Studies, Behavioral science International Development, or a related field with minimum of 3-5 years of professional experience in GBV prevention and response programming, preferably in humanitarian or development contexts of Amhara region.

Knowledge

  • Demonstrate enhanced knowledge of inclusive programming approach to child protection and GBV issues

    • Good understanding of GBV in emergence programing and Gender in humanitarian action (GiHA).

    • Good understanding of CHS Commitments, SPHERE, minimum standards of age and disability inclusion

    • Good understanding of minimum standards on child protection

    • Applied experience in survivor-centered approach, GBV guiding and Case management principles related to GBV programs.

    • Demonstrated knowledge in gender equality and the empowerment of women and girls and apply, promote and integrate gender analysis into humanitarian programming.

    • Demonstrated knowledge of and implementation of multi-sectorial responses to GBV and support to other sectors to mainstream GBV prevention, risk mitigation and response.

    • Demonstrated knowledge and application of GBV prevention theory and appropriate GBV prevention and behavior change strategies at different stages of the humanitarian response.

    • Desirable Demonstrated understanding of critical issues around GBV data and knowledge of safe and ethical data collection and analysis, and conducting assessments.

      Skills & Competencies:

    • Strong understanding of GBV guiding principles, survivor-centered approach, and ethical data collection and management.

      • Excellent communication, interpersonal, and negotiation skills.

      • Ability to work effectively in a multicultural environment and with diverse stakeholders.

      • Strong organizational and time management skills, with the ability to manage multiple tasks simultaneously.

      • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

      • Fluency in English (written and spoken) is required. Knowledge of local languages relevant to North Wollo Amharic is highly desirable.

      • Ability to work independently and as part of a team.

      • Commitment to humanitarian principles and ELiDA's values.
