Job Description

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified ReDSS Policy and Learning Coordinator for our operations in Addis Ababa, Ethiopia. 

The Regional Durable Solutions Secretariat (ReDSS), established in 2015, is a secretariat of 14 NGOs that serves as a coordination and information hub to drive durable solutions for displacement-affected communities in the East, Horn, and Great Lakes regions of Africa. ReDSS enhances joint learning, informs policy, builds capacity, and fosters coordination, acting as a catalyst to stimulate forward-thinking and policy development on durable solutions. Overall purpose of the role

The ReDSS Ethiopia Policy and Learning Coordinator will lead efforts to generate, manage, and promote knowledge, learning, and policy dialogue that inform durable solutions for displacement-affected communities (DACs). Working closely with national and regional ReDSS teams, the coordinator will operationalize learning frameworks, facilitate strategic communication, and facilitate and influence evidence-based learning in Ethiopia.

Duties & Responsibilities:

Specifically, the Coordinator will work on the following areas:

Learning and Knowledge Management

  • Lead the development of ReDSS Ethiopia Learning strategy, aligned to the ReDSS Shared Agenda and Ethiopia workplans 

  • Operationalize and monitor ReDSS Ethiopia learning framework and indicators and manage ReDSS learning systems to create, share and apply knowledge to achieve ReDSS objectives  

  • Compile and synthesize information, manage the production and dissemination of a diverse range of information products, internal and external technical briefs 

  • Develop case studies on lessons learnt, sectorial/thematic issues and manage the development of learning tools and online tutorials  

  • Manage and update learning templates, dissemination and uptake plans, SOPs and calendars of events and trainings 

  • Design, coordinate, and support the dissemination of high-quality, relevant research products that inform policy and programming on displacement and durable solutions in Ethiopia.

  • Manage ReDSS Ethiopia reporting framework with monthly, quarterly and annual reports and related products shared internally and externally 

Research and Policy analysis

  • Support ReDSS Ethiopia Country Manager in the implementation of ReDSS research strategy, ensuring alignment and complementarity with the learning strategy 

  • Track and analyze key legislative and policy developments related to displacement and durable solutions, providing timely updates and practical recommendations to ReDSS members and partners.

  • In coordination with the ReDSS Ethiopia Country Manager, prepare evidence-based policy briefs, position papers, and other policy products aligned with key policy priorities, ensuring outputs are informed by learning, research, and stakeholder consultations.

  • Coordinate with ReDSS regional solutions coordinator to support regional research initiatives, ensuring relevance to the Ethiopia context and cross-learning with other contexts in the region.

  • Build and maintain strong relationships with Addis Ababa City Administration authorities, research institutions, and other key government and non-government stakeholders. Prioritize engagement with refugees, IDPs, host communities, and Refugee-Led Organizations (RLOs) to ensure their perspectives and needs are meaningfully reflected in research, programming, and policy processes.

Communications and Visibility

  • Coordinate and manage ReDSS Ethiopia’s communications and visibility activities, ensuring alignment with ReDSS regional communications guidelines.

  • Develop and share learning and dissemination materials, including blogs, LinkedIn posts, and other content, to enhance the visibility of ReDSS Ethiopia’s work on the ReDSS website and social media platforms.

  • Produce and disseminate quarterly online newsletters, including tracking and analyzing readership data to ensure content remains relevant and useful for ReDSS stakeholders.

  • Source and curate relevant partner content from the Ethiopia context for dissemination through ReDSS communication channels to amplify collective learning and best practices.

  • Manage and regularly update the ReDSS Ethiopia stakeholder contact database, ensuring accurate records to support targeted and effective communication.

General Support to the ReDSS Ethiopia Country Unit

  • Deputize for the ReDSS Ethiopia Country Manager as necessary in project management tasks liaising with various project partners to ensure delivery of the ReDSS Ethiopia workplan

  • Support ReDSS Ethiopia Country Manager with ensuring that ReDSS’ work in Ethiopia complies with DRC’s procedures and systems

Job Requirements

Experience and technical competencies: 

  • Minimum 5 years of experience in similar positions (including experience in senior leadership positions) involving information management, learning, or policy roles, requiring analysis and presentation of complex information in a simple and accessible manner

  • Extensive experience in working with governmental structures, and an expert within the context of displacement-related issues and the humanitarian / development nexus in Ethiopia

  • Experienced in data and information retrieval and management – including its organization for ease of access to a wide range of stakeholders

  • Strong reporting and writing skills with proven experience in producing high quality report and communication materials

  • Strong analytical and writing skills with proven experience in producing high quality external policy and communication materials and ability to handle complex issues

  • Solid experience in capacity development of a wide range of actors including adult learning, mentoring and coaching, training of trainers and impact monitoring of capacity development activities

  • Excellent coordination, information management, inter-personal and facilitation and communication skills to build trusted relationships with a wide array of humanitarian and development partners, donors, Government agencies, etc.

  • Demonstrated adaptability and initiative in dynamic, evolving contexts, with the ability to stay focused and solution-oriented amid complexity and change

 EDUCATION: (include certificates, licenses, etc.)

  • University degree in a relevant field in Social Sciences fields, including in Development Studies, Political Science, International Relations, Law, and the like will be considered 

LANGUAGE: (include fluency level)

  • Fluent in spoken and written English

Designation of Duty Station: Addis Ababa, with a frequent travel to Jigjiga (Somali region).

 Start date:  15 August, 2025

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National employees
