Main Purpose
Accountabilities
In collaboration with the Project Coordinator and the Logistics Team Leader/ Technical Logistics Coordinator, plan-ning, establishing and reviewing all the construction and/or rehabilitation activities in the mission/project, including its budget, in order to identify and give a response to the needs of the mission and the targeted population.
Monitoring and ensuring the implementation of the construction and/or rehabilitation activities in the project ensuring compliance to MSF standards, protocols and procedures, and reporting to the line manager on the development of the ongoing programmes. This includes the following:
Planning construction/rehabilitation projects to be performed in the mission, participating in the project design and development and ensuring that technical aspects are met and are in compliance with the local construction habits
Coordinating purchase orders in compliance with MSF internal rules and regulations related to the work activity and checking the materials in stock and warehouse inventory control
Participating in the preparation of budgets associated to construction/rehabilitation projects, preparing invoices for payment of the works and anticipating the cash flow required for monthly payments
Providing safety equipment for people who work in construction so as to ensure that all workers comply with safety standards
In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the plan-ning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detec-tion of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area
Ensuring technical support for his area of activity and provides coaching to logistics staff under his/her responsibil-ity.
Following up and reporting on the works’ progress and on technical aspects of the work and participating in monthly reports according to guidelines (Weekly SitRep, Logistics Statistical Report, etc.)
Performing delegated tasks according to his/ her speciality and as specified in his/her job description
MSF Section/Context Specific Accountabilities
Lead the rehabilitation of the medical store and adaptation of a new medical service ward/inpatient therapeutic feeding center (ITFC), including needs assessment, site su-pervision, and coordination with medical teams.
Prepare or review technical documents, drawings, BoQs, and cost estimates.
Ensure all work aligns with medical and logistical requirements for functionality, infec-tion control, safety, and accessibility in close communication with project teams and technical responsible.
Manage and perform design development, engineering estimates, and BoQ preparation.
Prepare complete tender packages, support the bid evaluation process, and facilitate con-tract awarding to subcontractors.
Supervise all on-site construction activities daily, ensuring they meet the required quali-ty standards and follow the approved schedule and specifications.
Track and verify contractor work progress and prepare documentation for progress-based payment processing.
Report on a weekly basis to line managers, detailing project status, challenges, and any actions taken.
Review and manage variations, drawing modifications, and plan adjustments in response to site realities or feedback from project team.
Monitor timelines and budgets, ensuring early identification of potential overruns or de-lays.
Ensure strict adherence to health, safety, and environmental standards throughout the project lifecycle.
Coordinate with engineers/contractor, consultant, and other professionals to resolve technical issues.
Job Requirements
Education:Bachelor’s degree in civil engineering from recognized Universities
Experience: Minimum 5 years’ proven experience in construction and rehabilitation of medical facility, and construction management.
Professional experience in MSF or Other INGOs .
Valid Relevant Professional license.
Willingness to work full-time Afar region and with possible support travels to other project locations/Korem and Addis Ababa\.
Languages
Essential Fluency in English & Amharic. Knowledge of additional language such as Afari is an asset.
Knowledge and Skill AutoCAD and other Construction Design software and tools
Computer literacy such as Microsoft office tools (Outlook, Word, Excel)
Strong skills in design review, BoQ and cost estimation, and tendering procedures.
Excellent understanding of construction standards, materials, and site execution practices.
Ability to interpret engineering drawings and technical documents.
Strong analytical, organizational, and reporting skills.
