Job Description

The Luminos Fund, an international nonprofit bringing education opportunities to the world’s most vulnerable and out-of-school children, is looking for a Teaching and Learning Program Manager for the Oromia Region in Ethiopia. This individual will lead the development and implementation of a structured pedagogy model for early primary school grades in Oromia.

This is a hands-on role responsible for designing and implementing systems to support structured teaching and learning, including materials development, teacher support, and monitoring of student learning progress. The Program Manager will report to the Luminos Ethiopia Country Manager and work closely with the global Teaching and Learning team, in addition to cultivating strong partnerships with government stakeholders.

This is a full-time, one-year contract based in the Luminos Addis Ababa office (with domestic travel).

In Ethiopia, Luminos has supported the government’s Accelerated Learning Program through the introduction and scale-up of structured pedagogy approaches. Over the next year, Luminos will adapt these approaches for implementation in the conventional primary school system in selected regions. The Oromia Regional Government is a key partner in this effort. The Program Manager will play a critical role designing, developing the materials for, and piloting this project in Oromia.

Responsibilities

1. Teachers' Guide Preparation and Implementation:

  • Lead the design, development, and contextualization of structured teacher guides aligned with the Oromia primary school curriculum and Minimum Learning Competencies.

  • Collaborate closely with the Luminos Fund Ethiopia and global Teaching & Learning teams to ensure the guides are pedagogically sound, inclusive, and responsive to the needs of early primary grades and government accelerated learning classrooms.

  • Support the integration of the gradual release of responsibility framework, active and child-centered teaching methods, as well as continuous assessment strategies into the teacher guides to enhance student engagement and learning outcomes.

  • Ensure literacy materials incorporate phonics-based methodologies.

  • Support curriculum experts from the Oromia REB to source content from the regional curriculum.

  • Coordinate piloting new teacher guides, gather feedback, and refine content accordingly.

  • Provide technical support to ensure the effective implementation of teacher guides, including developing orientation materials and delivering training to teachers, supervisors, and education officials.

  • Monitor classroom use of teacher guides and provide recommendations for improvement based on classroom observations and feedback from stakeholders.

  • Ensure that the guides incorporate inclusive practices and are accessible for children with diverse learning needs and language backgrounds.

2. Reading Materials Preparation:

  • Lead the development and adaptation of culturally relevant, age-appropriate, and linguistically accessible reading materials in Afan Oromo, aligned with the Oromia Region primary school curriculum and literacy benchmarks.

  • Work closely with curriculum specialists, educators, writers, illustrators, and the Luminos Fund Teaching & Learning team to ensure content reflects local contexts, values, and traditions, while promoting diversity and inclusion.

  • Ensure that reading materials support early-grade reading skills such as phonemic awareness, vocabulary development, comprehension, and fluency through structured and engaging content.

  • Oversee the editing, illustration, design, and production process of print-ready reading materials, ensuring high quality and usability for both teachers and students.

  • Pilot reading materials in classrooms and collect feedback from teachers, students, and educational stakeholders to refine and improve content.

  • Support the development of teacher support tools and training resources that facilitate the effective classroom use of reading materials.

  • Coordinate with partners to align reading materials with regional literacy strategies and explore opportunities for integration into the formal education system.

  • Ensure that the reading materials address the needs of learners with diverse abilities, including the development of differentiated or leveled texts as needed.

3. Structured Pedagogy and Phonics-Based Literacy Promotion

  • Ensure alignment of structured pedagogy and phonics materials with the broader regional curriculum goals, including reading fluency, comprehension, and student engagement.

  • Lead the design and implementation of strategies to promote structured pedagogy approaches as a national education sector priority.

  • Coordinate with teacher training institutions, regional education bureaus, and school leaders to advocate for the adoption and institutionalization of structured pedagogy models.

  • Monitor progress and document best practices and lessons learned for internal learning and external knowledge-sharing.

  • Support research, data collection, and reporting related to pedagogy and literacy initiatives, contributing to Luminos Fund’s learning agenda and impact evaluation efforts.

4. Coaching Implementing Partners (IPs):

  • Build capacity of Luminos Ethiopia IPs in delivering foundational literacy and numeracy.

  • Provide technical guidance for integrating structured pedagogy and phonics into teaching and learning practices.

  • Support the development of training materials for teachers and other education sector stakeholders on the structured pedagogy model.

5. Monitoring and Evaluating Reading Progress:

  • Support the design, adaptation, and implementation of effective tools and systems to regularly monitor and assess reading progress among students in Luminos-supported and partner-implemented classrooms.

  • Develop classroom-level formative assessment tools that track key literacy skills, including letter recognition, phonemic awareness, decoding, fluency, and comprehension.

  • Collaborate with IPs, teachers, and school leadership to ensure consistent and accurate data collection aligned with program learning goals.

  • Analyze reading assessment data to identify trends, strengths, and learning gaps, and use findings to inform instructional adjustments and targeted interventions.

  • Provide technical support and training to teachers, IPs, and education officials on administering reading assessments and interpreting results to improve teaching practices.

  • Ensure that monitoring tools are inclusive and adaptable for children with diverse learning needs and language backgrounds.

  • Coordinate with the Luminos Monitoring, Evaluation, and Learning (MEL) team to align literacy data collection with overall program indicators and reporting requirements.

  • Contribute to periodic reporting, case studies, and knowledge products that communicate progress, outcomes, and lessons learned related to reading development.

  • Facilitate reflection and learning sessions with stakeholders to review data and co-create action plans for improving student reading outcomes.

Candidates will be asked to upload an example of teaching and learning materials that they have worked on, as well as a description of their level of involvement in the development of those materials (i.e., sole author, contributor as part of a team, reviewer, etc.)

Job Requirements

Required Qualifications and Experience:

  • Bachelor’s degree in education, literacy, or a related field; master’s degree preferred.

  • Proven experience developing teaching and learning materials for use in the Ethiopian education sector, with a deep understanding of the Ethiopian primary education curriculum, structured pedagogy, and phonics-based literacy approaches. Preference for candidates who have developed materials in Afan Oromo.

  • Proven experience in program management with a focus on literacy enhancement in Ethiopian early grades.

  • Strong coaching and mentoring skills, particularly within the Ethiopian educational context.

  • Excellent communication and collaboration abilities.

  • Experience evaluating learning outcomes of early grade students strongly preferred.

  • Native in Afan Oromo (Fluency and full mastery of the Afan Oromo Language).

  • Experience collaborating with the Oromia Education Bureau on early primary education initiatives strongly preferred.
