Job Description
The JEOP Nutrition Technical Advisor is a key staff member of the JEOP emergency nutrition response project. Her/his main duties include assisting the JEOP Project Manager in overseeing the project's implementation, such as monitoring work plans, program quality indicators, and budgets to ensure appropriate expenditures. She/he is also responsible for submitting high-quality project reports promptly and ensuring that the project meets all donor and government contract requirements.
Additionally, the JEOP Nutrition Technical Advisor works closely with the JEOP Project Manager to develop annual project budget and work plan, Detail activities implementation plans, and support in deployment of qualified staff to implement nutrition responses. She/he is also responsible for ensuring that a monitoring system is in place to track progress and address any deviations from the project implementation plans.
Overall, the JEOP Nutrition Technical Advisor collaborates with the JEOP project team in Addis Ababa and field offices to improve the quality of emergency health and nutrition responses in various regions of Ethiopia. Its roles and responsibilities highlight her/his crucial role in supporting the overall management and implementation of nutrition interventions in the JEOP Program in Ethiopia
KEY AREAS OF ACCOUNTABILITY/DUTIES
The JEOP Nutrition Technical Advisor (NTA) will work closely with the project lead and provide technical guidance with all JEOP field technical team, liaise with country office relevant programme team for program approach, innovation and holistic implementation JEOP project activities nationally.
In consultation with the JEOP project Manager, He/she liaises with support units and facilitates operational issues that would hamper timely and quality program delivery.
Job Responsibility #1: Emergency Nutrition Project Management (25%)
Provide technical and managerial oversight and guidance to Field Office (FO) staff regarding the management of all health & nutrition projects.
Assess and identify gaps and needs regarding technical skills, supervision support, etc., for new and existing health & nutrition project staff.
Support the JEOP technical manager and the Health and Nutrition program manager in the Design and development of health and nutrition project proposals, concept papers, related budgets,
Provide technical support for all health & nutrition project need assessments of GOAL Ethiopia (Surveys, Rapid Assessment, etc).
Attend different national and regional coordination for such as the ENCU, health cluster, and other coordination platforms present project progresses, lessons, and learning keeping GOAL’s image as a strong health and nutrition program implementer in Ethiopia.
Work with the health and nutrition teams and assist the recruitment of health and nutrition technical staff such as Sr health and Nutrition Officers, Health and nutrition officers and IYCF officers etc.,
Participating in staff performance appraisal as appropriate
Job Responsibility #2: Planning and Implementation of Program Activities (20%)
Prepare the annual project activities detail implementation plan and submit it to his/her immediate supervisor.
Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of GOAL Ethiopia.
Lead the determination of health and nutrition project targets and ensure the in incorporation of targets in project proposals and concept notes.
Ensures that the project activities are implemented according to the technical specifications and standards set and the time schedule.
Lead the design, review, and updating of Field offices detailed Implementation Plans and field activities for the JEOP nutrition project.
Organize project review workshops; and launching, progress review, after-action review, and closing workshops, and ensure achievements, lessons, and learning are prepared, documented, and communicated to the relevant stakeholders.
Plan and conduct nutrition rapid assessments, spot checks, and identify gaps and needs of the nutrition program implementation.
Collect compliance and analyze health and nutrition information, including the trends of admission for malnutrition and other disease conditions affecting the nutritional status of targeted communities, and provide inputs/information for decision-making.
Job Responsibility #3: Monitoring and Reporting (20%)
Work with the MEAL team in general and JEOP MEAL Advisor in particular in Addis and field and assisted in the development of projects monitoring tool.
In collaboration with the MEAL team, organize project monitoring and supervision events, document findings, and utilize the findings for better implementation and achievement.
Regularly monitor nutrition project activities against existing work plans to ensure effective and efficient implementation; identify any weaknesses and elaborate corrective action plans as needed.
Ensure timely submission of reports of all kinds. S/he will coordinate with the Field Office and Country Office MEAL team to prepare and review reports, consolidate information where necessary, and submit to the supervisors.
Provide technical support to Field Offices and assist JEOP project staff in complying with donor regulations
Prepare snapshots and one-pagers on project performances, achievements lessons, and best practices and share with his/her supervisors.
Document success stories regularly and share them with all relevant stakeholders
Support and follow up of feedback and compliance gathering, support analysis and response on feedback concerning JEOP project
Job Responsibility #4: Support budget preparation and Monitoring (10%)
Work with the JEOP project Manage and field team and assist in budget planning.
Ensure that Detailed project activities Implementation Plans (DIPs) accurately reflect the relevant budgets.
Monitor burn rates and expenditures against approved budgets, and advise the program/project managers in Addis and the field offices on issues requiring attention or follow-up including the appropriate and timely use of budget, compliance to standards, and commitments to stakeholders etc.
In collaboration with the grant team and JEOP project manager and finance manager, coordinate and oversee the project budget, ensuring that project expenditure rates are aligned and consistent with project budgets, preparation of the financial forecast for appropriate use (in line with the forecasted budget) and providing information for decision-making.
Job Responsibility #5: Coordination, representation and compliance (15%)
Work with the Nutrition, health and food clusters and other nutrition partners and maintain GOAL’s reputation as a strong emergency health and nutrition implementing partner at the national and regional levels. The position holder will be working as a focal person to represent GOAL in the regional level coordination meetings and forums particularly Amhara region
Coordinates/networks with Federal and Regional health and nutrition clusters to ensure they are informed/updated about all of GOAL Ethiopia’s emergency nutrition activities.
Ensure that Field office Nutrition managers implementing JEOP project follow donor guidelines and GOAL internal policies and procedures.
Job Responsibility #6: Learning and adaptation (5%)
Adapt to new developments related to Emergency health and Nutrition, including best practices, and engage in personal development and learning on an ongoing basis.
Ensure that knowledge and learning is shared with all JEOP project staff as well as partners and other stakeholders.
Job Responsibility #7: Perform other duties as assigned (5%)
Mainstreaming Issues
Support to Ensure that needs and roles of women, men and PLWs fully recognized in the designing, planning and implementation of project activities.
Support and follow up to Ensures gender and disability inclusion is effectively mainstreamed throughout the project activities, work plans, budgets, reports, research, analyses and where specifically relevant, analyses in detail.
Work on increasing the sensitivity and awareness of staff towards Gender, Inclusion, safeguarding and protection issues.
Act as a role model and provide feedback to encourage other in supporting equity and diversity principles, and the accommodation of other differences in the workplace. Models the flexibility required for working in a diverse environment.
Provide Support to Ensure quarterly one-to-one mentoring and coaching meeting happens between line managers and field programme team and outcomes are documented.
Support Area teams to Ensure staff compliance with all GOAL administrative and operational procedures and policies, as well as applicable donor regulations

MPH/ BSc. Degree in public health, Nutrition or equivalent combination of education and work experience.
At least seven years’ experience in emergency health and nutrition response, out of which at least two years in higher level health and nutrition programme advisor role.
Proficiency in verbal and written English; Concept paper /proposal development to a very high standard, operational planning, budget planning and management, monitoring and evaluation, report writing, Firm belief in teamwork, gender equality, disability inclusion, safe and accountable programming.
Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels.
